5/10/71
Mr. Waldemar Hill was present for his annual report on the audit. He stressed
a few high spots in the report, noting that Exhibit B was the most important. He
noted that we had a greater amount left at the end of the year than previously,
but this was due to funds remining in the temporary building fund. He noted that
the Roads Fund would have been down if the payments on the truck contracts had
been made in 1970; also the Parks Fund had not spent all of their funds, either.
The General and Roads Funds had been compared in a separate sheet as had the
contracts, about which Mr. L'Allier voiced his appreciation.
Mr. Hill noted from the report on assessed valuations that the amount had jumped
up about $500,000 from the previous year, but stated that he didn't know how much
of that was from increased value and how much from new property. He thought that
we would get about $28,000 from sales tax revenue this year, but that the exact
figures weren't available yet. Mr. Hill mentioned the fixed assets which amount
was due mainly to the new building, the total coming to $104,848. Mr. Al Ross
asked for the exact assessed valuation and .was given the amounts, the total of
which came to $1,759,450. Mr. Rosengren commented that this should increase by
nearly $1 million this year with Molin Concrete and the Chomonix building plans.
Mr. L'Allier noted that our report was usually one of the first done, that it is
elaborate and has been expanded; also that he appreciated the help which Mr.
Hill had given the Clerk for more efficient bookwork. Mr. Hill stated that the
Village kept their spending well under control and commended us for trying to
keep within•the budget, noting that it is difficult to project 1 1/4 years in
advance what the spending will be. Mr. L'Allier thanked him for coming.
Mr. L'Allier read over the high points of a resolution adopted by Columbia
Heights objecting to the NSP rate increase and requiring that NSP submit to a
detailed professional analysis of such rate increase, with the costs of such
analysis being borne by NSP. Mr. L'Allier moved that Lino Lakes go on record as
opposing NSP rate increase until such time as adequate justification is set forth.
Seconded by Mr. Jaworski. Carried unanimously.
Mr. Bohjanen inquired what report was in question in the Hegstrom letter; the
Clerk stated that this was the Simons report on a.park plan for Lino Lakes which
was originally given us by Mr. Hegstrom. Mr. Cardinal inquired what had happened
to the skirts for the table; Mr. Bohjanen stated that they were ready but just
hadn't been brought in.
Roy Backlin asked if our ordinances specified what the depth of buried lines
should be, noting that they had broken a plastic gas line buried less than one
foot deep. The Clerk was asked to check the North Central franchise. Mr. Backlin
noted that, although we were not charged for the repair of the line, it had cost
the Village in wasted working time.
Mr. Bohjanen moved to pay the bills as audited. Seconded by Mr. Jaworski. Carried
unanimously.
Mr. Jaworski moved to adjourn at 10;29 P.M. Seconded by Mr. Rosengren. Aye.
Minutes approved at the meeting of May 24,•1971 5 ,a
61
Clerk—Treasurer
