bond issues for the schools.

The regular meeting of the Lino Lakes Village Council held on June 28, 1971, was
called to order by Mayor L'Allier at 8 :03 P,M. with all members present.
Mr. Bohjanen moved to approve the minutes of the June 14th meeting as written.
Seconded by Mr, Cardinal. Carried unanimously.
Mr. Jaworski moved to approve the minutes of the June 17th special meeting as
written. Seconded by Mr. Rosengren, Carried unanimously.
Mr. Bohjanen moved to accept the minutes of the Board of Review Hearing held on
June 22nd as written. Seconded by Mr. Jaworski. ..Motion carried with Mr. L'Allier
abstaining. Mr. Bohjanen commented, that he wished that the County would have sent
a man who could have explained the tax program better.
The Clerk-reported that release forms for the money from our claim,for time at the
Youth Center had been received. Mr. Cardinal moved to authorize the Clerk to sign
the release forms. Seconded by-Mr. Jaworski. Carried unanimously.
Minutes and a mailing list had been received from the North Suburban Sanitary
Sewer Advisory Board. Copies of the mailing list will°'.be made for the Council.
A letter from Mrs. Wilhelsiy was received; this was taken up later by Mr. Rosengren.
An estimate,was received from Lino Cabinet for a hanging trophy case in the amount
of $297.00. Mr, Bohjanen stated that he would talk with Mr. Zastrow again since
he thought. it would be better to have a stand under the case for mobility. A
notice of another hearing on the Hugo -Oneka consolidation was read.
The Clerk read a letter from Ken Skoglund retracting all the statements he had
made at the May 24 Council meeting concerning Milner W. Carley & Assoc. Sales
tax funds in excess of $14,000 had been received.
Mr. L'Allier called on Cecil LaMotte to come forward concerning a problem with
erosion on LeMotte Road caused, by well drilling on the St. Paul Water Dept. land
adjacent to the road. Mr. LaMotte, had contacted the state; a letter from the
University of Minnesota to a Mr. E. T. Renner stating the details and followed.
Copies of the letter will be made for the Council, Engineer and Attorney. After
discussion,.Mr. Jaworski moved to have the Engineer examine the damage and determine
the cost of repair; then to authorize Mr. Locher to write Don Carlstrom of NW
National for an insurance settlement. Seconded by Mr. Cardinal. Mr. Bohjanen
suggested that the letter contain a statement that the Village is in the progress
of taking over the road, but the process is not completed. Motion carried
unanimously. Mr. LaMotte .noted that the water could have been diverted to a big
ditch instead of across the road.

Mr. LaMotte inquired about the outlot in LaMotte's Second,Addition pertaining to
straightening the ditch to run directly into the creek; he.noted that he had no
authority to cross the St. Paul Water Dept. property. Mr. L'Allier asked Mr.
Rosengren to consult with Mr. Gotwald on this., Mr. LaMotte was willing to go along,
with any costs involved with the ditch.
Tom Caron was asked to come forward by Mr. Cardinal. Mr. Caron was concerned
about the hayroad on which Jesse Heller had been allowed to place a culvert. The
plat map was viewed, showing an easement on the Caron property. W. Caron wants
to place a fence along the road with access gates, but wished to know which side
of the easement the posts should go on. After discussion, Mr, Bohjanen moved to
have the Clerk check the records on the hayroad as well as the thoroughfare map
to see if this was a dedicated road. Seconded by Mr, Cardinal. Carried unanimously.

Mr. L'Allier noted that unless we were cutting someone off, we should consider
vacating the hayroad. The matter will be placed on the next agenda if the Clerk
has time to find the information in the records; also, to let, Tom Caronoknow if
it is on the agenda.
At. 8:30 P.M., Mayor L'Allier adjourned the regular meeting and called to order the
hearing for the second rezoning for Keith Apitz. Mr. Locher read through the
affidavits of publication, mailing and posting and noted that they were all in
order. Redommending letters from Mr. Van Housen >end Mir. Gotwald were read, as
were the P&Z minutes regarding their recommendations. Mr. Apitz was asked to read
over the recommending letters. Mk.. Apitz stated that State law requires a service
station to have one restroom if there is hired help, but he had no plans to hire
anyone at this time. However, he planned to make provisions for future hook -up
to the interceptor. He was advised that the Metro. Council had passed the inter-
ceptor with stipulations concerning the zoning plan and elimating additional
hookups in Lino Lakes for some time. Also, our plumbing ordinance requires
stubbing anyway. Mr. Cardinal reminded Mr. Apitz that he had been told here that
one person couldn't hook up, but that hookup was done on an area basis.
Mr. Apitz stated that he would like to leave most of the existing trees on the
East side of the lo# and would put some on the line where there aren't any. He
stated that he would like to plant trees and grass on the West area of, crushed.,
rock on the plans since he doesn't want cars that close to his house anyway. He stated
that he would prefer blacktop to crushed rock, but would like to do the back area later.
He noted also that he will have to fill in the front and would like to fill in the ditch
also; he was advised to contact the County on the ditch. Mr. Rosengren felt there would
be no problem with placing a culvert for the blacktop driveway.
Mr. L'Allier asked Mr. Apitz if he had any objections to making all the corrections
indicated by the Planner, Engineer and the P&Z if we allowed him to delay blacktopping
the rear area for six months,; he stated that he did not. Mr. Jaworski felt that
Mr. Apitz should be given a year to do the blacktop; Mr. Bohjanen, thought the time
should be until the next blacktopping season.
Mr. Cardinal moved to grant the rezoning to Keith Apitz under Ordinance, No. 6T(a),
allowing him one year maximum to blacktop the. back portion, providing that Mr.
Apitz make new plans including all the corrections indicated by the Planner, the
Engineer, and the P&Z, and that the new plans be resubmitted to the Planner and
the Engineer soon; also that, the Clerk send Mr. Apitz copies of the letter with the
necessary corrections to be made. Seconded by Mr. Bohjanen. Mr. L'AIlier.,felt
that the motion should contain the stipulations that Mr. Apitz conform with all the
recommendations of the Planner, Engineer, and the P&Z, and that same be indicated
on the plans, that he finish the blacktopping no later than January 1, 1972, and that
e new East setback line (10 additional feet covered with trees) be shown. Mr. Cardinal
wanted to add that Mr. Apitz should conform with the P&Z recommendation on
parking of vehicles. Mr. Apitz noted. that he had removed two of the extra cars
and that two more would go tomorrow. Mr.,Rosengren wanted the motion to include
that Mr. Peitz must install a septic tank, and everything for a sewer system. Mr.
Apitz stated that he could least a 10 foot strip for 99 years, but Mr, Locher
recommended that he get a deed to the property and a variance also; this strip
could lay for a buffer zone and would not require rezoning to commercial. The
vote on the motion as amended above was unanimously in favor.
The Attorney was instructed to proceed with the publication of the ordinance
above; the Clerk is to notify the Building Inspector of the changes to be made;
Mr. Apitz must bring in proof of conformance to the recommendations for the
building permit; the Clerk is to write Mr. Apitz on the changes to be, made, and to
include copies of the recommending letters.
Mr. Cardinal moved to adjourn the Apitz hearing at 8 :54 P.M. Seconded by Mr.
Bohjanen. Carried unanimously. The regular meeting was reopened.
Mr. Cardinal reported that the P&Z had tabled the hearing on the proposed District
Zoning Code for another month. Mor. Cardinal moved to continue the hearing on the
Zoning District Code until the fourth Monday in July at 8:30 P.M. Seconded by Mr,
Jaworski. Carried unanimously.
Mr, Cardinal stated that a question had been raised at the P&Z meeting on a
helicopter practicing landings. Mr. Myhre stated that he had received one complaint
two months ago. The P&Z would like the Council to check on Federal regulations
regarding helicopters. Mr. Bohjanen noted that Dick Olson flies in and out at
Surfside for spraying, but does no practicing. Mr. Myhre will check with Dick Olson,
Mr. Cardinal stated that three freeway sign permit applications had been received
from Ray Pfeiffer of Naegele Outdoor Advertising for the Anna Schmidt property on
both side of I35E, The signs meet the specifications; the fees are paid. The
signs are double — faced. Mr. L'Allier noted that some signs have very high
candlepower, such as the Standard signs. Mr, Pfeiffer stated that their lighting
is geared to just show on the copy for readability at about 600 feet distance.
Their lights do not reflect. Mr. L'Allier stated that he would like to place on
the next agenda the setting of a maximum candlepower limit for signs. Mr. Cardinal,
noted that copies of a five year lease were attached. Mr. L'Allier asked if the
leases do not have a cancellation clause. The leases do state that no tobacco
or liquor will be advertised. Mr. Cardinal reminded Mr. Pfeiffer that the permits
were for one year only; also, that the P&Z had recommended granting the sign permits.
Mr, Cardinal moved to grant sign permits #82, 83, and 84 to Naegele Outdoor
Advertising Co. Seconded by Mr. Jaworski, carried unanimously.
Mayor L'Allier closed the regular meeting at 9:05 and opened the hearing for the,
special use permit application by Midwest Radio & Television, Inc. for a 1200
foot antenna. Mr, Locher read the mailing affidavit; however the posting
affidavit was not in hand. The recommending letter from the Engineer was read, and
a note from the Building Inspector. Mr. Cardinal stated that the P&Z had recommended
approval of the Special Use Permit, and that the zoning be left as it is. Also,
that adequate plans must be presented before construction. Fred Memmer, attorney
for the applicants, presented Mr. Sherman, consulting engineer, and noted that it
had been had been verified that it was illegal to submit building plans prior to
Federal authorization on the location. He noted that they are anxious to get the
plans underway, and would come back and work with us after ok by the FCC. Mr. Memmer
noted an error in the P&Z minutes, namely that the wording should read "plans ", not
"construction ". He stated that the FCC makes notice of study and hearings for the
project before the FAA.

Mr. Jaworski inquired why the P&Z had recommended not rezoning to commercial. Mr. Memmer
stated that he had received letters from both Mr. Locher and Mr. Van Housen that the tower
could be constructed on residential property.. If you want rezoning, then everyone is up
in arms over it; the Council would then have to consider what use would be made of
the whole quarter section after the tower is removed. This way, the land would revert to
present use.
Mr. Memmer stated that he, would like to add one thing to the P&Z minutes, namely,
that he had said conoerhing taxes that "the value would be set by the Lino Lakes
Assessor."
Mr. Jaworski inquired what effect the tower would have on future pesidential
development. Mr. L'Allier noted that a good, portion of lowland was involved. Mr.
Memmer stated that the Anoka tower, which this one would replace, had been surrounded
by new housing building right up to the property and that they had to pay for street
and sewer: assessments, etc..
Mr. L'Allier stated that the question had arisen as to what effect the tower would
have on radio, TV, and ham radio reception. Mr. Memmer noted that in Shoreview there
had been no letters received when they began broadcasting two weeks ago. Mr. Sherman
noted that when you drive past the Anoka tower on Hsy 10, that you don't get WCCO if
another station is tuned in. They also have other short -wave stations for emergency
broadcasts which give no interference to amateurs using short -wave. He noted that he had
received one call from a person who lives near the proposed tower. WCCO is glad to
correct any troubles which may evolve from the tower. W. Sherman noted that the FCC
limits the modulation and overlap into other frequencies.
Mr. Rosengren inquired about maintenance of the 152 acres. Mi. Sherman noted that
there are two circles of anchors, so that is one anchor line is broken, the tower
snakes down on their own property; also, Midwest Radio - Television carries adequate,
liability insurance. There would be cyclone fence surrounding the property; the road
in would be gated. There would be no lawn area, but the land would be kept in its natural
state- -the swamp grass would be cut if it gets too tall. ,They would not impair the
ditch system; the land would remain a storm water receiver. Mr. Memmer noted that this parti-
cular land probably would be the last to be developed.
Mr. Memmer noted that Mr. Haeg was a member of the Hennepin County Park Board and was
opposed to the Metro Park Reserve bill since it would take away our right to plan
and would preempt all local planning; he feels that Metro government is the end of
local government. Mr. L'Allier commended Mr. Memmer on this stand and noted that he had
heard Mr. Memmer chastise the Metro Sewer Board at a hearing; he did a fine job.
Mr. Memmer presented a proposed draft of the resolution granting the special use
permit; this was read;. it would give Midwest unil July 1, 1975, to complete
construction. Mr. Memmer noted that they would need 1 1/2 to 2 years fot the hearings
alone.
Mr. Cardinal asked whether Holly Drive would have to be upgraded for use,by the station.
Mr. Sherman noted that after the construction, only two cars per eight hour shift would
use the road per day. Mr. L'Allier noted that if the construction would exceed the road
load limits that they would need a permit and must post a bond as set forth in the
ordinances. This was no problem.
Mr. L'Allier observed that a special use permit is for an indefinite period of time, that
it continues until there is a violation. Mr. Memmer stated that they had given
four years time so they wouldn't have to come back for a special use permit again.
Mr. Locher stated that there was nothing wrong with the proposed resolution. Mr.
L'Allier noted that it was the intent of the Council to issue a special use permit
for the period of time needed to construct and use the equipment. There were no further

statements pro or con. Mr. Locher noted that plans would be needed for the
Building Inspector along with topographical and other information as required
in the ordinances. Mr. Locher noted that he had lived for nine years within
one block of the Anoka tower and had no problems.
Mr. Cardinal moved to grant the Special Use Permit to Midwest Radio - Television,
Ina., according to Mr. Memmer',s resolution, to wit:
RESOLUTION
Resolved: That a Special Use Permit is hereby granted to Midwest
Radio and Television, Inc., to construct and maintain a radio trans-
mitting antenna tower, approximately 1,200 feet in height above
grade level, together with a building.to house necessary trans-
mitting equipment. This Special Use Permit applies to the South
2,000 feet of the West 2,000 feet of the Northwest Quarter of Sec-
tion 33, Twp, 31, Range 22, Anoka County, Minnesota, and the appli-
cant shall have the right to proceed with such use at any time
between the date hereof and July 1st 1975, thereby allowing approxi-
mately four years for the said applicant,or its successor t obtain
the lawfully required permits, approvals, or orders from state and
or Federal agencies therewith concerned; subject to the understand-
ing that as soon as Federal or other authorities so permit the
applicant shall submit building specifications and landscaping and
tree - planting proposals to the Lino Lakes Planning and Zoning
Commission so that the permitted use hereby authorized and approved
shall, to the greatest possible extent, retain the appearance of
the above described permit premises as an area of woodland and
green vegetation.,
and according to the Engineer's recommendations; also that no building permit be
issued until all plans are presented to the Planning and Zoning Commission, and
that authorization from the Federal agencies is received by the Council. Motion
seconded by W. Bohjanen. Motion carried unanimously.
Mr. Memmer presented Mr. Lewis, General Manager. Mr. Cardinal moved to adjourn
the hearing at 9 :37 ?.M. Seconded by Mr. Bohjanen. Carried unanimously. ,
The regular meeting was reopened. Mr, Jaworski reported that through the
efforts of an ex -Park Board member, we had obtained a jungle gym, two back -stops
and some fencing; it was possible that more equipment could be obtained in the
future also.
Mr. Jaworski had also received a complaint on a vacant house at 6156 Sunset.
Joe Davis reported that the house had been burned out at 3:30 A.M. this morning.
Mr. Jaworski had looked at the house, which was the old Marshall Stam,residence,
Mr. Jaworski moved to issue a 3.2 beer permit and a bingo permit for the rest of
the year to St. Joseph's Church, particularly for August 8th. Seconded by Mr.
Cardinal. Carried unanimously.
Mr. Rosengren reported that they had mixed a lot of blacktop so far; they had
tried mixing the oil with our blow sand and had found that it takes more oil,
but it doesn't have to be hauled so far. He stated that they would like to
blacktop the portion of West Rondeau Lake Road from Main Street as far as it is
heavily traveled; they would use'oux own material stored at the Hall.
Mr. Rosengren stated that they had an estimate of doing .8 mile on the North end
of Ware Road: Seal coating -- $2,000; Blacktop -- $4,800 for a 2" mat, Mr. Rosengren

thought this was the year to do the Lakeview area; after discussion it was
decided that the Clerk would check to see when the work was last done.
Mr, Rosengren reported that he had received a letter from Commissioner Burman
who would like a list of the roads we would like to upgrade. Mr. L'Allier moved
to have Mr. Gotwald and Mr. Rosengren make a recommendation to the Council on
the roads to be upgraded, for forwarding to the County; Seconded by Mr. Cardinal.
Carried unanimously.
Mr. Rosengren reported that a letter from her Attorney to Mrs. Wilhelmy was
received advising that he had hired James Kurth to survey her property; this would
be done in four to eight weeks; we will just have to wait.
Mr, Cardinal noted that he had seen Mr. Arnold Thies who will give us broken
cement from two buildings for rip -rap on Peltier Drive..' Mr. L'Allier asked Mr.
Rosengren to look at the material.
Jr . Rosengren stated that he had been questioned about Holly Drive from 12th Avenue
East to Centerville Road; it is full of holes and impassable. He wished to know if
it is or is not a Village Road. Mr. Locher stated that he had checked all the records
and found nothing on record. Mr. Rosengren noted that the school buses used to go
through there. Mr. Cardinal stated that this was because one particular driver had
liked to please the kids by driving over the bumps, but she had been suspended be-
cause of it. Mr. Rosengren noted that he therefore was not authorized to spend money
on the road. Mr. Cardinal stated that everyone along the road has access out, but in
nice weather they use the road for a shortcut.
Mr. Bohjanen reported that he had had no meetings since the pageant on the 19th.
There had been a good crowd; he was gratified that three organizations had
cooperated so well to make the occasion a success. They plan to try again, to
make the Queen Pageant an annual thing.
Mr. Bohjanen stated that he had gotten calls from a Mr. Johnson concerning a
building permit which had been granted for a lot at the corner of Glenview and
Sunrise. Mr. Locher explained that this permit was for Bernard Nass, and that Mr.
Nass had gone to court to remove the covenants on the lots which had been uplit in
1951. Mr. L'Allier noted that his had set no precedent. Mr« Locher noted that
perhaps all the property owners may like to split their lots in the future; also,
the covenants are up Jan. 1, 1975. Mr, Nass had been given Council permission before
getting the building permit.
Mr. Rosengren stated that there is a house on the corner of Sunset and North Road
owned by Dale Gourley, which Mr. Gourley plans to remove. Mr. Rosengren felt that the
Village could use this small building for a storage shed; it needs a new floor. He
felt that our men could move it. Mr. L'Allier asked all members to drive by and
view the house.
Mr. L'Allier read the police report for May, as follows: 3,664.4 miles driven;
235 home and business checks; 27 complaints; 10 escapees; 1 escapee returned;
S 1/2 hours spent with escapees; 9 legal papers served; 7 accidents; 7 assists
to/by other departments; 4 aid given to motorists; 4 domestics; 3 burglar alarms
(false); 2 acts of larceny committed; 1 fire; 1 stolen auto recovered; 1 missing .
person (returned); and 1 burglary.
Mr. L'Allier reported that Mr, Myhre had done a lot of work on recommendations for
the police department. From these statistics Mr. L'Allier recommended the following:
1. Defer hiring the new part time man for two to four weeks in
order to make further background checks; and, increase the base
pay for the Assistant Constables from $100 to $125 per month.

He noted that their pay averages $1.50 per hour now, and that
it would still be under,$2.00 per hour with the raise.
2. The cost,for total clothing outfits for a. new man comes to,
$198.00 less $15,00 for badges, etc. Mr. L'Allier stated
that all the neighboring departments pay for all the clothing,
whereas we give the men $60 per year clothing allowance. There
was discussion on the uniforms, also on a proposed color code
to blue uniforms only. Mr. Locher will check on this. Mr.
L'Allier recommended furnishing complete uniforms for the Police
Department., Mr. Cardinal noted that we have no idea how long
the new man will stay; Mr. L'Allier stated that we would only
have to buy him a summer outfit if we hired him,soon. Mr.
L'Allier stated that he would like to go with one full -time
policeman if feasible. He had also talked with the neighboring
Police Department who would like to go with us; this would,give
us an extra car, etc.
3. Mr. L'Allier recommended that the Deputy Clerk be authorized to
r,J: type the completed copies of reports for the Police Department
due to big increase in paper work which doubles year to year.
These would be reports to other agencies, and not day to day
reports. The cost was estimated at $1O -$40 per month.
1�. The radar set is on the blink. Estimates for repair run to $525.
We have two bids on new radar sets: a Mark VI Stephenson
Speedalyzer for $1700, and a Decatur Electronics Radar Deluxe
Model for $1395 with an additional trade -in of $100 for the
old set. W. L'Allier stated that Federal funds are available
for radar sets. He recommended that the Council authorize the
purchase of a new radar set, the low bid, and trade -in the old
set, then apply for reimbursement of 50% from Federal funds;
the dealer will help complete the application.
5. He is checking the price of a new resuscitator and will recom-
mend getting one. He recommended getting plastic splints at
$45 and an extra oxygen tank at $29.95.
6. The County used walkie- talkie sets, which our department has
used on several occasions, to keep in contact with units on
foot; these could be used in conjunction with the CD truck;
they have two frequencies. We have received bids as follows:
an RCA at $648; an Aerotron from General Communications, Inc.
at $640; and an Aerotron "Minivox III" from Hoffman Electric
Co., Inc. with Leatherette case, battery charger, cord micro!-
phone ,and clip -on roof antenna and cable for $562.50. Mr.
L'Allier felt that the Minivox III would be a good investment
and recommended authorizing purchase of same.
Mr. L'Allier noted that at the end, of May the police had spent $5035 out of
their budgeted $23,750, leaving $18,715. He read the, distribution of the 1970
police funds and other statistics. The per capita cost of policing in 1970 was
$3.57 per person. Mr. L'Allier moved to authorize all the above recommenda-
tions on the Police Department, Seconded by Mr. Jaworski. Carried unanimously.
Mr. L'Allier noted that the Metro Park Reserve Board bill had passed the Senate
but not the House, and gave his feelings on the subject, noting that hopefully
the bill would not come up in the special session.

Mr, L'Allier stated that he had talked with Mr. Gotwald on the bids for sewer
and water in the Chomonix project. Mr. Gotwald had recommended setting a
hearing with the Fiscal Agent and the Chomonix people to meet on the assessments.
He hadn't heard from the Metro Sewer Board. Mr. Jaworski moved to set a
special meeting for this Thursday, July 1, at 8 P.M. on assessments for Lakes
Add'n. no. 2. Seconded by Mr. Rosengren. Carried unanimously. The Clerk will
call Mr. Gotwald, who will contact the Fiscal Agent. Mr. Locher agreed to
come. The Clerk will call and write the Chomonix people.
Mr, L'Allier asked Mr. Locher to pinpoint on the plat map the parcel which the
Village had purchased on the North Centerville Line on Main Street. He stated
that Mr. Ray Brown, who owns adjoining land, would like to purchase the parcel.
The parcel is all marsh with the exception of one high spot. It was noted
that Mr. Brown would have to appear before the Council before they could do
anything about the sale. Mr. Locher stated that it would have to be by quit-
claim deed, Mr, L'Allier moved to write Mr. Brown that we were willing to sell
the parcel in question on a quit -claim deed, asking him to appear before the
Council. Mr, Brown would be required to pay any costs involved and any taxes,
as well as the cost of the abstract. Seconded by Mr. Jaworski. Carried unanimously.
The Clerk was advised to consult the Attorney on proper wording of the letter.
Mr. Locher reported that he had been contacted by a Mr. Zonki, who owns land in
Aud, Sub. #100 at the corner of 79th St. and Lake Drive (lots 14 and 15). His right
of way is in 79th Street. Mr. Locher felt that Mr. Gotwald should check this out,
noting that it would be difficult for the Roads Dept. to plow snow if Mr. Zonki
put a fence around his lot. He thought we might obtain additional right of way.
Mr, Rosengren noted that this was originally the driveway to the old Ed Lichtscheidl
farm. Mr. Locher noted that the road has been maintained, but doesn't know if there
are cartway easements. Mr. Gotwald is to track this down.
Mr. Locher noted that a new State law requires an additional fee of 50¢ to be
collected with every building permit or .005 of the fee whichever is higher.
There was discussion on the practicality of amending Ord. No. 6 to effect this
fee charge, and also on the new building code. Mr. Locher stated that he had
talked with Louie Clayson,of the League who had stated that the Code would pre-
empt the local building codes and all local ordinances regarding same. The
Building Inspector is to obtain a copy of the new Code for his own use. The Clerk
was instructed to get a copy of the new Code from the League. Mr. Locher stated
that the Code would go into effect July 1, 1972, but that collection of the fee
starts July 1, 1971. Mr. Rosengren moved to adopt a resolution that an additional
State fee of 50¢ would be added onto all building permits starting July 1, 1971.
Seconded by Mr. Cardinal. Carried unanimously. Copies of this resolution will go
to the P&Z and to Mr. Dupre.
The matter ,. of gas service to Molin Concrete Products was brought up under old
business. Letters from the Village of Circle Pines and from North Central Public
Service Co. were read, explaining their views of the subject. ,Mr. L'Allier asked
M. Dannheim whether be was aware that Sullivan (Engineer for C.P. Utilities) had
contacted Molin. Mr. Dannheim stated that it happened quite by accident, that
Sullivan was doing some other work for Molin, and had indicated to Molin that they
could probably get firm gas from Circle Pines. Mr. Rosengren presented a letter
from Molin, which was read. Mr. L'Allier asked Mr. Dannheim who Mr. Sebastian was,
and was told that he works in the Sullivan office.
Mr. L'Allier stated that there appears to be some conflict as to what did or
didn't happen. To minimize the discussion, he felt that copies of the correspondence
involved should be submitted to the other parties involved. If there are any
misunderstandings they should be asked to respond to the comments. Mr. Locher
stated that there would be no problem in doing so, only if Molin needs service right away.

Mr, L'Allier felt that they didn't since their contract showed on or about
July 1st. Mr. Locher stated that there would be no problem if it went
beyond that date, since there are circumstances beyond their control. Gerry
Pehl of the Circle Pines Utilities, felt that when Molin signed the contact
with them that they knew the cost savings and wanted to start as soon as
possible. After further discussion, Mr. L'Allier moved to send copies of
the letters received to the other parties asking for comments on the infor-
mation and statements therein, that such comments ,be back to the Council by
the regular meeting on the second Monday in July. Seconded by Mr. Jaworski.
Carried unanimously. Carbon copies will be sent to the Attorney and Mr. Blaylock.
The Clerk presented the following applications: 3.2 beer on & off sale licenses
for Jimmy Aragon and Luther LeVesseur; 3.2 beer off sale only for Nathe Brothers,
Inc.,,Henry Speiser, B.K.O., Inc., and Annie J. Ross; dance license for Nathe
Brothers, Inc., Jimmy C. Aragon, B,K.O., Inc., and Stanley Thayer. Mr. Cardinal
moved to grant the above licenses with the stipulation that the Attorney clear all
the applications and also authorize the Clerk and the Mayor to sign the license.
Seconded by Mr. Rosengren. Carried unanimously.
The Clerk noter1 that no applications had been received from the Knotty Pine Inn.
Also, Nathe Brothers, Inc. had not yet paid for their on sale liquor license.
Mayor L'Allier instructed the Clerk to call Nathe Brothers telling them that'if,
the money were not in by the last working hour on the 30th, that the police would
close them down at midnight.
Mr. Cardinal asked if the ordinance on full time men had been published, and when
we would put out ads for the position. The matter is to be placed on the agenda
for July 12th and possibly Thursday evening for guidelines for the ad. The Clerk
was instructed to place all employment ads in the three papers serving the area,
i.e., Forest Lakes Times, Circulating Pines, and Blaine Life.
Mr. L'Allier reported that the police were having problems with the old Hansen
gravel pit, namely, that there was considerable vandalism to the buildings and
that it was a lovers nest. The place is difficult to check since there are many
paths around it. Also kids are swimming in the water hole which is reported to
be some 120 feet deep. Mr. L'Allier felt that this violates the nuisance
ordinance and might be detrimental to health and welfare. He had asked the
police,and the County Inspector to look at the place. Mr. L'Allier moved that
the Building Inspector be authorized to look at the plane and condemn the
buildings, and that it be fenced for no access. There was discussion. The Clerk
noted that several interested buyers for the place had been in the office, but
were unable to obtain the name of the current owner. Mr. L'Allier added to the
motion that the Attorney get the name of the last known owner and write e letter
that they are in violation of the nuisance ordinance and that the buildings are to
be taken down and the hole filled rather than the place fenced. Seconded by Mr.
Cardinal. Carried unanimously. Mr. Cardinal.noted that blocking the driveways
would only create trespassing across other people's property.
Mr. Bohjanen moved to pay the bills as audited, except to hold the ,checks written
for police clothing allowance. Seconded by Mr, Rosengren. Carried unanimously.
