6/28/71 <br />Mr, L'Allier stated that he had talked with Mr. Gotwald on the bids for sewer <br />and water in the Chomonix project. Mr. Gotwald had recommended setting a <br />hearing with the Fiscal Agent and the Chomonix people to meet on the assessments. <br />He hadn't heard from the Metro Sewer Board. Mr. Jaworski moved to set a <br />special meeting for this Thursday, July 1, at 8 P.M. on assessments for Lakes <br />Add'n. no. 2. Seconded by Mr. Rosengren. Carried unanimously. The Clerk will <br />call Mr. Gotwald, who will contact the Fiscal Agent. Mr. Locher agreed to <br />come. The Clerk will call and write the Chomonix people. <br />Mr, L'Allier asked Mr. Locher to pinpoint on the plat map the parcel which the <br />Village had purchased on the North Centerville Line on Main Street. He stated <br />that Mr. Ray Brown, who owns adjoining land, would like to purchase the parcel. <br />The parcel is all marsh with the exception of one high spot. It was noted <br />that Mr. Brown would have to appear before the Council before they could do <br />anything about the sale. Mr. Locher stated that it would have to be by quit- <br />claim deed, Mr, L'Allier moved to write Mr. Brown that we were willing to sell <br />the parcel in question on a quit -claim deed, asking him to appear before the <br />Council. Mr, Brown would be required to pay any costs involved and any taxes, <br />as well as the cost of the abstract. Seconded by Mr. Jaworski. Carried unanimously. <br />The Clerk was advised to consult the Attorney on proper wording of the letter. <br />Mr. Locher reported that he had been contacted by a Mr. Zonki, who owns land in <br />Aud, Sub. #100 at the corner of 79th St. and Lake Drive (lots 14 and 15). His right <br />of way is in 79th Street. Mr. Locher felt that Mr. Gotwald should check this out, <br />noting that it would be difficult for the Roads Dept. to plow snow if Mr. Zonki <br />put a fence around his lot. He thought we might obtain additional right of way. <br />Mr, Rosengren noted that this was originally the driveway to the old Ed Lichtscheidl <br />farm. Mr. Locher noted that the road has been maintained, but doesn't know if there <br />are cartway easements. Mr. Gotwald is to track this down. <br />Mr. Locher noted that a new State law requires an additional fee of 50¢ to be <br />collected with every building permit or .005 of the fee whichever is higher. <br />There was discussion on the practicality of amending Ord. No. 6 to effect this <br />fee charge, and also on the new building code. Mr. Locher stated that he had <br />talked with Louie Clayson,of the League who had stated that the Code would pre- <br />empt the local building codes and all local ordinances regarding same. The <br />Building Inspector is to obtain a copy of the new Code for his own use. The Clerk <br />was instructed to get a copy of the new Code from the League. Mr. Locher stated <br />that the Code would go into effect July 1, 1972, but that collection of the fee <br />starts July 1, 1971. Mr. Rosengren moved to adopt a resolution that an additional <br />State fee of 50¢ would be added onto all building permits starting July 1, 1971. <br />Seconded by Mr. Cardinal. Carried unanimously. Copies of this resolution will go <br />to the P&Z and to Mr. Dupre. <br />The matter ,. of gas service to Molin Concrete Products was brought up under old <br />business. Letters from the Village of Circle Pines and from North Central Public <br />Service Co. were read, explaining their views of the subject. ,Mr. L'Allier asked <br />M. Dannheim whether be was aware that Sullivan (Engineer for C.P. Utilities) had <br />contacted Molin. Mr. Dannheim stated that it happened quite by accident, that <br />Sullivan was doing some other work for Molin, and had indicated to Molin that they <br />could probably get firm gas from Circle Pines. Mr. Rosengren presented a letter <br />from Molin, which was read. Mr. L'Allier asked Mr. Dannheim who Mr. Sebastian was, <br />and was told that he works in the Sullivan office. <br />Mr. L'Allier stated that there appears to be some conflict as to what did or <br />didn't happen. To minimize the discussion, he felt that copies of the correspondence <br />involved should be submitted to the other parties involved. If there are any <br />misunderstandings they should be asked to respond to the comments. Mr. Locher <br />stated that there would be no problem in doing so, only if Molin needs service right away. <br />
