2 <br />8/23/71 <br />Mr. Bohjanen had no report. <br />Mr. L',Allier noted that a few meetings ago the Council had changed the manner <br />of compensation for ,police uniforms; whereas in the past a semi - annual allow - <br />ance.had been paid each man, the Council had decided to purchase the uniforms. <br />The matter of color was discussed. Mr. L'Allier noted that we presently have <br />brown uniforms like Anoka County, but that the cities have blue uniforms which <br />our men prefer. Mr. L'Allier noted that we had held the clothing allowance • <br />which was to have been paid in June and that the men need winter uniforms. <br />In answer to a question, he noted that the law regarding color of uniforms had <br />not been changed; report of such was in error. <br />Mr. L'Allier moved that the Village authorize the purchase of uniforms for the <br />policemen, and that the color of same be changed from brown to blue. Seconded <br />by Mr. Rosengren. Carried unanimously. <br />Mr. L'Allier brought up the matter of the proposed ordinance on Commission <br />on Enviromental Quality. This commission would consist of 5 members approved <br />by the Council as a whole, with terms to be staggered. The ordinance provided <br />for meetings, etc., including reports to the Council. <br />Mr. L'Allier moved at this time to adopt the ordinance establishing a <br />Commission on Enviromental Quality (to be numbered No. 57). Seconded by <br />Mr. Jaworski. <br />Mr. Bohjanen asked what would be the cost of this Commission. , Mr. L'Allier <br />stated that there would be no cost for this advisory board'which could be <br />abolished by the Council at any time; that there would be no budget for, or <br />any compensation to the members. <br />Crystal Ahlman asked why the Council was appointing another commission, noting <br />that we have one (Community & Business Development Commission) which has re- <br />ceived no cooperation from the Council; that we have too many committees al- <br />ready. She felt that the Planning & Zoning Board, an advisory board, was bad <br />for the Village. She also wanted women on the boards and offered to serve on <br />this new one. Mr. L'Allier noted that the Council has appointed women on <br />committees before, namely on the Park Board and the one on which Crystal was <br />presently serving. Crystal stated that the C&BDC might as well be thrown out <br />since it receives no help from anyone, as for example in bringing in business <br />and the Grand Opening which was snafued and had everyone laughing at them. , <br />Mr. L'Allier stated that he was surprised to hear that the C&BDC had snafued the <br />Grand Opening which Crystal had earlier said was a success and that the only <br />businesses turned down were trailer courts proposed by herself. Crystal stated <br />that they had had 10 members helping with the Grand Opening. There was more <br />discussion. <br />A lady in the audience asked what this commission would do. Mr. L'Allier read <br />from his memo to the Council members on the subject as well as the,purpose <br />clause in the ordinance. She stated that she didn't feel that Lino Lakes was <br />large enough to need such a commission, noting that we want commercial pro- <br />perties. Mr. L'Allier agreed that we want industrial development. She noted <br />that the State and the County have park commissions for this type of thing; , <br />Mr. L'Allier noted that they do very little. He stated that only one other <br />community in the area has adopted this ordinance. There were further comments. <br />Mr. Bohjanen stated that he wanted to make it clear so that noione would believe <br />that it was the C&BDC that wanted trailer parks in the Village. Mr. L'Allier <br />noted that he had not said so, but that some members of the C&BDC had wanted <br />trailer parks. <br />
