The office will be open until 9 o'clock P.M. on those days for <br />registrants' convenience by law. <br />The Clerk reported that she had received a letter of intent from Mr. Lawrence <br />Cichy, new owner of the Oasis Loungs, as to his residing in Lino Lakes as of <br />September 1st, and that on the approval of Mr. Myhre and Mr. Locher, she had <br />mailed him the necessary licenses for that date. Mr. Locher stated that the <br />statement was adequate for the purpose. He noted that the certificate of <br />insurance received for Mr. Cichy caused one problem in that the form contained <br />a different statement then the required 10 -day cancellation clause. The Clerk <br />was instructed to call and write Mr. Cichy to have this changed under Ordinance. <br />No. 31, Subdivision 3. W. Locher read the limits of the policy which <br />were considerably more than required. <br />The Clerk stated that she was running low on the pink checks and asked <br />authorization to reorder. Mr. Bohjanen moved to authorize the purchase of <br />2000 blank checks which would be a two -year supply. Seconded by Mr. Cardinal. <br />Carried unanimously., <br />The Clerk reported receipt of the affidavits of publication for Ordinance <br />#57, the weed notices and the advertisements for bids on the sewer & water <br />lateral project for Jandric. <br />The Clerk reported that 2 more complaints on the Lino Lakes Riding Stable had <br />been received from Frank McKoy and Emmet Libel. Mr. L'Allier noted that the <br />complaints were getting repetitious, that there is violation after violation, <br />and suggested that the Council set a special hearing to consider revoking the <br />special use permit. Mr. Jaworski moved to set a special hearing to consider <br />the complaints received on the Lino Lakes Riding Stable during the next <br />regular meeting on September 27th at 8:30 P.M. Seconded by Mr. Cardinal. <br />Carried unanimously. W. Locher noted that all parties should be notified <br />in writing. <br />The Clerk mentioned the Metropolitan Council Community Assistance Program <br />letter which had been brought up at the last meeting and asked if there were <br />any comments. There were none. <br />Mr. Cardinal introduced Mr. Dick Koch of 6307 Baldwin Lake Road who wishes to <br />build a house on his extra lot, but is unable to get a building permit be- <br />cause that portion of the road is not a Village street. Mr. Locher noted <br />that there are deeds to the County for the roadway, but that Jake's Office <br />refused to accept them for maintenance; they refuse to take responsibility. <br />Mr. Koch stated that the snow is plowed sometimes by the Village and some- <br />times by the County. Mr. Rosengren maintained that Village trucks do not go <br />on that part of the road. <br />There was considerable discussion on the matter with the general feeling that <br />if the County would deed over the easements to the Vil]ge, then we would <br />accept the road for partial maintenance. Later, a petition signed by 35% of <br />the affected land owners could ask for total Village acceptance of the street <br />and up- grading with the affected land owners assessed for the costs. Mrs. <br />Koch presented their.abstract to Mr. Locher, this showing easements to the <br />County. <br />It was decided to nave Mr. Locher write Anoka County indicating that he had <br />done research on the subject, relating to the abstract, telling them to <br />without proof to the contrary by the County, we request them to acknowledge <br />ownership of that portion of Baldwin Lake Road and that they maintain it. <br />Mr. Locher stated that he would be seeing County Attorney Bob Johnson to- <br />morrow and would broach the matter. <br />
