102 <br />10/1/71 <br />Mr. Bohjanen felt that we should get a metro benefit so that the whole area <br />would pay for the interceptor. Mrs. Bohjanen asked if we were going to establish <br />a policy of whether there is going to be a hookup charge. ]vfr. L'Allier stated <br />that we have, that it will be about $500. Mrs. Bohjanen stated that it is in <br />the mill that the Metro Sewer Board will make a $500 hookup charge to help pay <br />the assessment charges - -that makes $1000 per hookup. Mr. L'Allier question that <br />the Metro Sewer Board has the power to force municipalities to do this. <br />There was more discussion. <br />Mr. Jaworski noted that one thing brought up at last night's NSSSB meeting was <br />that the Metro Sewer Board is having organizational meetings to determine who <br />has power. Also, the Sewer Board will set up a date when it will be mandatory <br />to hook up within a certain time. Don stated that we were 2 years premature. <br />Mr. Jaworski felt that if we do not hook up and pay the assessment, they will <br />tell us we had so long to hook up. <br />Mr. L'Allier stated that he had received feedback that the Metro Sewer Board <br />doesn't want Lino Lakes to hook up even if the line goes to Centerville be- <br />cause this area is wanted for a park; so, if we stop Jandirc, Lino Lakes will <br />be one big park. Don Marier thought we should meet the requirements and pur- <br />chase park land and make a park plan. We should be reasonable and not outprice <br />Lino Lakes. Mr. L'Allier commented that one Village proposed park bad been <br />voted down. <br />Mrs. Gould asked what price homes Jandric is building. Mr. L'Allier stated <br />that he had started heavy, but the economy would not allow this, so the homes <br />are presently in the $25- 35,000 range, which is his economy line. Mr. L'Allier <br />noted that the $550,000 bond will be assessed against Jandric property based on <br />a formula determined by the Engineer and the Attorney. Before clear title is <br />given a lot, Jandric must pay the assessments and any interest on 1 1/2 lots. <br />There was discussion on the guarantees that Jandric will pay for the bond and <br />interest. Mr. L'Allier noted that Jandric has put up cash instead of e bond; it <br />Jandric defaults we inherit the land and the houses. We can redeem these in <br />7 years, but Jandric would have to pay all costs involved. Mrs. Bohjanen <br />stated that he should have the houses in first, then the sewers; they should <br />put in septic tanks. Mr. Marier agreed. Mr. Rosengren noted that Donnay is <br />building 550 homes in Blaine with sewers. There was discussion. Mr. Cardinal <br />mentioned a proposed plat by Glenn Rehbein that will be started this year and <br />which will have a sewer system by the developer to be hooked up also. <br />Mr. Bohjanen wanted it indicated in the notes that we will ask the Metro Sewer <br />Board some questions, that we want Honsey to put in a letter what he said on <br />the phone. He thought that maybe the NSSSB can get some place with the Sewer <br />Board and make them listen instead of dictate. Mr. L'Allier noted that it was <br />not unusual to get answers from the Sewer Board and other officials which change <br />every week. Mrs. Bohjanen wished a copy of the letter to Mr. Honsey to go to <br />Joe Craig and Mr. Kozlak of the Metro Council. There was more discussion. <br />Mr. L'Allier noted that our budget was due at the County on October 10th. The <br />arbitrary figure of $10,000 was suggested again for the assessment. Mr. Hill <br />felt that we could easily assume that our new assessed valuation figure might <br />be $1,800,000. Mr. L'Allier stated that Mr. Locher had stated that it would be <br />illegal to put the entire $50,000 Metro payment on the assessments against <br />Jandric. That the Fiscal Agent recommended at least $30,000 go on the tax rolls. <br />Mr. Bohjanen felt it should be for Jandric to pay all of it since it benefitted <br />him. Mr. Jaworski noted that the trailer court and others would hook up, too. <br />Mr. Hill computed the propesed mill rate using the figures except for the Sewer <br />
