101 <br />10/1/71 <br />Mr. Marier stated that Jandric might not develop any houses the second year. He <br />recommended that we not go ahead with the project until Jandric can show just <br />curse and intent. Mr. Marier queried Council members about different areas <br />that Jandric is or will be developing, pointing out that all of his construction <br />is south of the Cities so what will he do here. Mrs. Jaworski noted that <br />Jandric has been trying to build houses in Lino Lakes for 2 or 3 years and <br />couldn't. <br />There was considerable discussion from the audience. It was suggested that we <br />budget at least $10,000 towards paying the Metro assessment, hoping that hookup <br />fees would pay the other $40,000. Mr. L'Allier mentioned that the Engineer <br />had suggested a hookup fee of $500 per each, Mr. Marier didn't feel that we <br />should budget anything for this. Mr. L'Allier asked Don if he was saying that <br />he doesn't want Lino Lakes to budget $10,000 for the Metro Sewer Board assess- <br />ment and doesn't want to float the bonds for the Jandric project, but instead <br />wants to put the entire cost of the interceptor and reserve capacity on the tax <br />rolls to be paid by everyone in the Village? Mr. Marier stated, "Yes." <br />Mr. L'Allier questioned the thinking of anyone who doesn't want to budget for at <br />least part of the Metro assessment, since the opinion that the interceptor will <br />be built next year was based on our Village's professional persons, from the <br />Engineer and the Fiscal Agent, and on Mr. Honsey's statements. Mr. Bohjanen <br />stated that he was confused on this, that he does not say that our professional <br />people give us bad facts, but we are paying to be part of the NSSSB, whose <br />president, Dave Larson, and member Dick Sha feel that the Sewer Board is not <br />going to build the line in 1972. Mr. Bohjanen noted that NSSSB doesn't have <br />a vote on the Sewer Board and we don't either, but these people had talked to <br />someone on the Metro Sewer Board. He wondered who isn't telling facts; he had <br />visted,at the Metro Council meeting when the Metro Sewer Board budget was voted <br />on especially to hear about the interceptor, and they didn't bring up the matter; <br />he wondered what they are going to do. <br />The Clerk was instructed to request written acknowledgment of Mr. Honsey of the <br />Metro Sewer Board's intent in Lino Lakes concerning the interceptor. There was <br />discussion on NSSSB amendments which were not recognized by the Metro Sewer <br />Board. Don Marier asked if Lino Lakes had met with Honsey; Mr. L'Allier stated <br />that we had based on Council authorization. Mrs. Bohjanen noted that information <br />she had received last night at the NSSSB meeting indicated that there was a <br />difference of opinion between the Metro Sewer Board and the Metro Council, and <br />the Metro Council has the upper hand. Mr. L'Allier commented on the various <br />sewer assessment plans, noting that Plan A or Run 3 had been adopted for Lino <br />Lakes; that although this plan was the highest one, it will be cheaper in the <br />long run since we won't have to pay for several planned St. Paul and Minneapolis <br />projects. <br />Mr. Marier felt that we could stop the sewer line since Centerville can clean <br />up their pollution problem in different ways; he felt they should handle their <br />own problem. Mr. L'Allier asked him if those people he has contact with say <br />they will not build the interceptor and will let Centerville handle the problem. <br />Mr. Marier stated that Centerville can do something without the line, and they <br />can see if there is any problem other than a few houses next to the lake. Mr. <br />Marier accused Mr, L'Allier of meeting with several Sewer Board members for <br />lunch. Mr. L'Allier stated that he had met with only Mr. Sha and Mr. Larson <br />and that he had reported it at the following Council meeting. <br />Mr. Marier thought that the Council was jumping to conclusions based on the <br />development of Jandric who needs help; Mr. Jandric should have enough homes to <br />pay for the sewers himself. He asked what the engineering cost in on this pro- <br />ject; Mr. L'Allier stated that it is a set fee based on a percentage of the <br />entire cost. There was more discussion, <br />
