11/8/71 <br />The regular meeting of the Lino Lakes Village Council held on November 8, 1971 <br />was called to order at 8 :05 P.M. by Mayor L'Allier with all members present. <br />Mr. John Burke represented the Babcock & Locher firm, replacing Mr. Locher <br />who was out of town. <br />Mr. Jaworski moved to accept-the-minutes of the October 26th regular meeting <br />as corrected. Seconded by Mr. Bohjanen. Carried unanimously. <br />Mr. Cardinal moved to accept the minutes of the October 27th special meeting <br />as written. Seconded by Mr. Rosengren. Carried unanimously.- <br />115 <br />Mr. Jaworski moved to accept the minutes of the November 3rd canvassing meeting. <br />as written. Seconded by Mr. Rosengren. Carried unanimously. <br />The Clerk reported receipt of a letter from North Central Public Service Co. <br />stating that gas rates would be reduced about 1.8¢ per 1,000 cubic feet <br />effective with billings made after October 27, 1971. Copies of the letter <br />and accompanying tariff sheets will be made for Council members. <br />Springsted, Inc. had sent a letter requesting approval of their billing for <br />services connected with the $550,000 bonds. Mr.,Cardinal moved to authorize <br />payment of the $4,375.00 Springsted bill after receipt of the $550,000 bond <br />money, subject to the Attorney's reviewal. Seconded by Mr. Rosengren. <br />Carried unanimously. Mr. L'Allier mentioned that out of 37 bond sales in the <br />Nov. lst listing from Springsted, Lino Lakes had received the third lowest <br />bid which is excellent at this point, showing the attractiveness of the <br />community from the bonded indebtedness standpoint. <br />The Clerk reported receipt of'a notice from the Anoka County Auditor stating <br />that it is adviseable that we review the budget levy certification and if <br />necessary, re- certify.the budget. Mr. L'Allier stated that we will most <br />likely have to re- certify the budget, but that there should be no problem.as <br />we had no increase in the levy over,last year. It was noted that the new tax <br />law is not clear on many points. Mr. Bohjanen asked where clarification would <br />come from; Mr. L'Allier stated that it would come from the State through the <br />County. <br />The Clerk noted a letter from Western Casualty and Surety Company that on- <br />sale liquor Bond 397708 for Lawrence Cichy in the amount of $5000 would be <br />cancelled on December 5, 1971. The Clerk was instructed, on a motion made by <br />Bohjanen and seconded by Cardinal, to send.a letter to Mr. Cichy advising him <br />that he must show proof of having a bond effective that date, or else we <br />will cancel his licenses under the ordinance. The Clerk noted that all <br />Council members had been given copies of a letter from Lennox to Mattson <br />Building & Supply concerning the exhaust fan for the council room. <br />The Clerk stated that she had received the correct legal description for the <br />parcel on which a variance had been granted to Mrs. Bob Lundgren on May 24, <br />1971. Mr. Bohjanen moved to include in the variance the exact legal descrip- <br />tion as set forth in this document and place same in the minutes. Seconded <br />by Mr. Rosengren. Carried unanimously. <br />Mr. Cardinal reported that some time ago, he, Glenn Rehbein and Mr. Dupre had <br />viewed a house which Jerry Rosengren had asked to be moved in, and they had <br />found a house to:be okay. However, the house had been moved in but no <br />building or moving permits had been issued. Mr. Dupre stated that Jerry <br />Rosengren was going to get the permits, but hadn't, so he had red - tagged the <br />building. Mr. Cardinal noted that the contractor :had moved the house sooner <br />than expected. There was discussion. Mr. Bohjanen stated that he couldn't <br />understand, unless there was some emergency, why the contractor shouldn't <br />
