154 <br />12/27/71 <br />Mr. Cardinal moved to adjourn at 10 :58 p.m. Seconded by Mr. Bohjanen. Aye. <br />Minutes approved at the meeting of January 10, 19 <br />Clerk- Treasurer <br />1/10/72 <br />The first regular 1972 Lino Lakes Village Council meeting held on January 10th <br />was called to order by Mayor Bohjanen at 8 :02 p.m. He noted that the meeting <br />was being recorded. Trustees present were: Donald Marier, Ronald Jaworski and <br />Andrew Cardinal. <br />Mr. Jaworski moved to approve the minutes of the December 27, 1971 meeting as <br />corrected. Seconded by Mr. Cardinal. Carried unanimously. <br />Mr. Bohjanen asked for nominations to fill the vacancy on the Council. Mr. <br />Marier moved to nominate Maxine Swanson to fill the vacancy on the Council. <br />Seconded by Mr. Bohjanen. He asked for other nominations; Mr. Jaworski noted <br />that there was a motion on the floor and another nomination would be out of <br />order. Vote on the motion: Marier- -Yes; Jaworski--Aye; Cardinal - -No; Bohjanen -- <br />Yes. Motion carried. Mrs. Swanson was sworn into office by Attorney Locher. <br />Father Jack Wirth of St. Joseph's Church gave the invocation. <br />Mr. Bohjanen stated that for the past several years we have had a citizen's <br />award presented to some deserving person in the Village; this was originally <br />started by the Community and Business Development Committee, so he had turned <br />this over to them. Temporary Chairman Bill Houle escorted Mrs. Julia Faymoville <br />to the front to receive a corsage and plaque as the 1972 Citizen of the Year. <br />Mr. Houle read a lengthy list of background information and civic activities <br />which Mrs. Faymoville had participated in. <br />Mr. Bohjanen made the following appointments: <br />Attorney -- Landol Locher <br />Clerk- Treasurer - -June Emerton <br />Deputy Clerks - -Elsie Linnell and Joan Heath <br />Engineers -- Milner W. Carley. & Associates <br />Mr. Jaworski interupted, pointing out that it was improper to list the Clerk as <br />an appointment as she is a fulltime employee of the Village; he felt that if <br />this was a motion that it was improper. Mr. Bohjanen stated that none of these <br />appointments run for a particular year, but are routinely named. He asked Mr. <br />Locher for a opinion. Mr. Locher stated that the Handbook for Villages does <br />state specifically that terms, except for the designation of the official news- <br />paper, do not necessarily run for a full term of 1 year. Mr. Locher read from <br />the Handbook that it is no longer required by statute nor advisable to appoint <br />officials each year; the common practice is to make all appointments of indef- <br />inite duration subject to termination at Council discretion. A person once <br />appointed continues to serve until he resigns or is removed by Council action. <br />Mr. Jaworski stated that the Clerk was hired under Ordinances 43A & B and would <br />not qualify as an appointment. Mr. Locher suggested proceeding with the other <br />appointments while he checked further. <br />Mr. Bohjanen continued with the appointments: <br />Assessor - -Edna Sarner <br />Weed Inspector--R. V. Ellingsen <br />Animal Control- -Bruce Fleming <br />C D Director -- Charles Cape <br />Fire Marshall- -Jim Livingston <br />Liaison to the Gas Utilities - -Bill Blaylock <br />
