1/10/72
161
resignation, that it wasn't worth while to make 2 trips for $2.50 fee. Mr.
Cardinal stated that he realized that Mr. Boyd was a licensed plumber, but he
wondered if was going to be able to inspect plumbing during the day when a con-
tractor would be ready, or will the contractor have to wait until Mr. Boyd comes
home from work at 5 o'clock? Mr. Bohjanen stated this would be a bit of a prob-
lem, but what can you do when the other man resigned. Mr. Cardinal asked if Mr.
West had given any reason why he had resigned...Mr. Bohjanen stated that the
letter only stated that he was resigning as of that date, no reasons. However,
he had talked with Mr. West 3 times, and had been told that part of the problem
was the fees, but he had just had it. There was discussion. Mr. Boyd stated
that he can arrange to have some of these inspections done either during 2 hours
in the morning or the afternoon; something could be arranged for an emergency.
Mr. Bohjanen noted that we had been a member of the Anoka County Assn of
Municipalities for several years now; last year the dues were $157.57, this year they
are $158.51 due to a change in bookkeeping. Mr. Jaworski moved to pay the $158.51
for membership for 1972. Seconded by Mr. Cardinal. Carried unanimously.
Mr. Bohjanen noted that concerning the question on the Wilson property on Lake
Drive, there was no building permit; he had 10 acres. There was considerable
discussion. The Clerk asked if a building permit is necessary for a building
erected upon a parcel greater than 5 acres if the property is not used for
agricultural purposes. The concensus was that Mr. Wilson was raising horses,
so there was agricultural use, that he wasn't filling in the swamp fast enough
to cause a problem. Mr. Locher stated that the parcel did not have 300 foot
frontage and could not be used for commercial ventures. Mr. Bohjanen asked
Mr. Myhre to check if there is a commercial enterprise on the property. Mary
stated that he would need the man's home address. Mr. Bohjanen suggested
writing him a letter after determining his address.
Mr. Bohjanen stated that it was in the papers that the Midwest Radio tower that
was to be in Lino Lakes will not be here; they had not answered his request as
to why it was turned down or what they intend to do with the property.
The Clerk read the December police report for Lino Lakes as follows: 4,023,4
miles driven, 633 home and business checks, 18 complaints, 19 aids given to
motorists, 15 assests to/by other departments, 6 escapees from M.R.D.C, 2 re-
turned, 1 hour spent on escapees, 6 accidents, 4 burglaries, 3 stolen snowmobiles
5 stolen snowmobiles recovered, 3 domestics, 2 snowmobile complaints, 2 attemp-
ted breakins, 2 burglar alarms (both false), 1 house fire, 1 public assist, and
2 medicals.
The December Centerville report: 1,527.4 miles driven on Centerville squad car,
291 home and business checks (2 open doors found), 2 complaints, 2 snowmobile
complaints, 1 stolen snowmobile, 1 stolen auto, 1 domestic, 1 snowmobile acci-
dent, 1 assist by other department in Centerville.
Mr. Bohjanen asked the Clerk to read the letters received in praise of our pol-
ice department; 1 letter was from Mrs. Edward Goldbeck; the other from Mr. Sylvan
B. Bauer, Ambulance Director of Mercy - Unity, who praised Gerald Johnson for the
extra efforts he gave in trying to save a persons life. Mr. Myhre asked that a
letter signed by the Council be sent to Mr. Johnson in gratitude for a job well
done. Mr. Myhre gave some idea of what had been done, and noted that this was
the first time he had seen such a letter come from the Ambulance Director. The
Clerk was asked to draft a letter to be signed by all Council members.
Mr. Bohjanen reported that the 2 fire contracts are being worked on and should
be here for the next meeting as well as the policing contract. Mr. Bohjanen
said that he would not announce any plans for 1972 but will endeavor to bring
