204 <br />3/13/72 <br />talk about the Jandric project, it was ridiculous to go the route we did. They <br />will have 200 homes and we have a $5 million bill. He felt the question was <br />how are you going to put in the sewer and who pays what. He asked why Glenn <br />should throw a Metro Sewer bill against the Village if it isn't necessary, <br />especially when it doubles the bill of the year before. <br />Mr. Marier and Mr. Gotwald discussed the Metro interceptor and progress so far. <br />Mr. Gotwald stated that perhaps the new Council members don't realize that when <br />the Metro says they are going to do something they are committed. He gave the <br />past history of the sewer plans for the Jandric project, and noted that the <br />work on the interceptor should not be labeled a feasibility study but a pre- <br />liminary engineering study. <br />Mr. Marier asked Glenn if he could get financing on wells and septic systems. <br />Glenn said that he could but it would not be so good; and then in one or two <br />years time, the people will demand sewer and the Village will have to rebuild <br />the streets to put it in. He noted this is silly when you have sewerdown the <br />road one mile. Glenn felt the line will go to Centerville even if Jandric <br />wasn't there. There wads more disctuussion. <br />Mr. Cardinal movedt hatoit 3ssthe village's intent that Glenn Rehbein put in <br />his own sewer and water in the Shenandoah Plat according to Village specifica- <br />tions, if he gets Metro Sewer Board approval, and subject to the following <br />stipulations: <br />1. That Glenn take care of all liabilities so the Village will not be <br />responsible, in that his company would obtain an endorsement on insur- <br />ance and a save- harmless agreement. <br />2. That the work be inspected by our Engineer for workmanship. <br />3. That Glenn pay all legal fees and any other expenses that will be billed <br />back to him as contractor. <br />4. That he continue to pump the sewage at his own expense until the inter- <br />ceptor is hooked up; it will be his responsibility to dispose of sewage. <br />5. That lien waivers would be provided for materials and labor. <br />6. That he obtain clearance with the Metro Sewer Board. <br />7. That he provide a bond in the amount of 1 1/2 times the estimated cost of <br />construction of the roads. <br />8. That he turn over the sewer ancl water systems for $1. <br />Seconded by Mr. Jaworski. Mr. Gotwald said that he doesn't feel that a private <br />individual can pump sewage, but that MSB will stipulate arrangements. Glenn <br />said that he has turned in a bid on the road construction to Mr. Gotwald. Mr. <br />Gotwald said he will write a letter to the Council and submit his bid with it. <br />Mr. Locher stated that the bond is to be posted within 30 days of the Metro <br />Sewer Board approval. Vote on the motion was unanimously in favor. <br />Mr. Marier had attended a meeting of Senate and House committee on March 9th <br />regarding airports. George Pencock had stated that if MAC and the Metro Council <br />don't agree on a site before December, the Legislature will have to act. This <br />would be done in July or August, and property taken by the following December. <br />He had been told that MSB has sufficient capacity for 30 years of development. <br />Ralph L'Allier noted that this has nothing to do with where development goes; <br />they want to see this area saved for park. Glenn thought one could say that he <br />is trying to keep the park out. <br />Mr. Gotwald answered questions on the Marvin Rehbein bill and the Carley bill. <br />He noted the following: about $45,000 was left on the lift station; Marvin will <br />be within 5% of the original bid, maybe $4 -5000 over; the hydrant wrenches will <br />belong to the Village; engineering costs were under the estimated costs; he will <br />provide a breakdown on these at the end of the job. Mr. Cardinal stated that <br />the wrenches included four hydrant wrenches and one valve -seat wrench. <br />
