Permission to have a registration paid must <br />be obtained before making a commitment. <br />Emergency purchasing was discussed at length regarding No. 2 above. It was <br />decided this will take the place of field orders. The Clerk noted that under <br />State regulations, purchases made with petty cash do not need requisitons; <br />Mr. Marier said only if not designated. <br />Mr. Marier moved to pass items No. 1 to No. 10 above. ,Seconded by Mr. Jaworski. <br />Carried unanimously. <br />Mrs. Swanson asked the Clerk if the soils map had come. The Clerk said she <br />hadn't heard anything further. Mr. Marier asked the Clerk to call Al Fisher <br />to see where the soil map is. <br />Mrs. Swanson noted that the quipment list was taken care of, and we will <br />start a code file. The collateral was done. Mrs. Swanson noted that the <br />Clerk had signed her name as "June" on some correspondence that went out of <br />the Village. Clerk stated that she had done so on a couple of letters to <br />persons she had been writing to for years. Mrs. Rwanson told her to sign her <br />full name from now on. <br />Mrs. Swanson reported that she had attended the Watershed meeting. The first <br />meeting which she didn't attend, they had appointed members. She asked what <br />title the members held. Mr. Cardinal stated that they were the Board of Mana- <br />gers. Frank Murray had been hired as legal Counsel, Mrs. Swanson said. she <br />said also that no disbursements will be alloted or paid out until the type of <br />check blank is purchased; a two- section blank will be used. Their next meeting <br />will be on April 12th. <br />Mr. Marier asked 4t hat the mill rate will be; Mrs. Swanson said the overal rate <br />will be 1/2 mill on tax, but it could reach 3 mills before they are done. The <br />mill rate for the Counties is on first needs. She mentioned that the storm <br />sewer systems in Forrest Lake could change silt formation in our streams. A <br />Mr. Blomquist had stated that before enacting on any project they have to have <br />discussion with the PCA, National Resources, Corp. of Engineers, Watershed <br />Citizens, Minneapolis Watershed Dist. and others. <br />Mr. Cardinal commented that the mill rate couldn't go up to 3 mills since they <br />are only allowed to spend %75.000, and with the valuation we have it couldn't <br />reach 3 mills. He noted there is a dollar limit and Mrs. Swanson should read <br />her book. Mrs. Swanson said she only quoted what was said. <br />Mr. Bohjanen asked if they didn't agree to send minutes; Mr. Cardinal said Yes, <br />after approval. <br />Mr. Marier askedhow they plan to use condemnation rights. Mr. Cardinal said <br />if, for example, a dam has to be built, if 6 parties are involved and 5 agree <br />and I doesn't, then they would use that right. Mr. Marier asked what if 6 <br />don't agree. Mr. Cardinal said they could if they agreed it as for the bene- <br />fit of the people, noting that we are not bad guys. Mr. Marier said he just <br />wanted to bring that out. <br />Mrs. gwanson asked, in conjunction with this, how is the County going to work <br />with this on 2400 acres of land. Mr. Cardinal said you could be sure they were <br />working very closely with them. Mr. Bohjanen agreed that they will attempt <br />to work real close. <br />Mr. Locher stated that at the P &7 he was asked to check into a variance to be <br />made on Main St., on a parcel belonging originally to Alex Lichtscheidl.
