4/10/72
many hours, but how can we know the hours when you don't see the
car.
4. There should be a schedule of the hours that the men are in the car.
5. Each department is being checked for accountability including the police.
6. Noted only 1 police car was on duty on Sundays.
Mr. Myhre answered these questions by stating the following:
1. The men are still on call after they check out with the Sheriff in the
evening.
2. It takes 4 minutes to get from his house to the Hall - a person could
die in that time it would take to get the car from the Hall.
3. The schedule they have sets the days the men are on duty, but not the
hours - the hours depend on what events happen to some extent. A man
on call could be out at'any hour of the night.
4. Advised her to call 421-1660 to find out where the car was at a given time.
5. Offered to let the Council check the police logs so they could follow
the patrol routes for any evening.
6. Invited members to ride along in the squad cars if they wished.
7. Noted that most of their work is done at night in the dark, so that
people can't see them.
8. There isn't one man on the force who isn't working more hours that
he should be.
9. There is only 1 car on duty except on Fridays and Saturdays because
to use 2 cars spreads the men too thin so that they have to ride alone.
He gave several instances when he had been attacked when riding alone.
Therewas further discussion on the matter, with Mr. Glenn Rehbein noting that
the police reach the Outpost before him after a burglar, alarm is sounded, and
that he had been at Mrs. Swanson's house following the recent break -in; the
police were there in 4 minutes after the call. He felt she was cutting the
police down; Mrs. Swanson denied this.
Mr. Bohjanen felt that we don't want to tie the cars to the Hall with part -
time officers, and said they would sit down to discuss a tighter schedule. Mr.
Marier asked for a copy of the police schedule, and discussed what roads and
businesses were covered with Mr. Myhre. There was discussion on the availabil-
ity of County cars and future policing plans for the parks.
The bills were audited with Mrs. Swanson noting that several bills had no
requi- sition slips; the Clerk noted the items were purchased prior to making
the slips.
Mr. Marier questioned the bill for Partial extimate #5 from Marvin Rehbein,
asking Mr. Gotwald when the work would be completed, how much more there would
be to pay on the contract, and if Rehbein was coming close to the bid price.
Mr. Gotwald answered that next month's bill would probably be the final one on
the work, that the lift station was in the ground, that it would cost about
$5000 = $6000 to complete the job if there were no additions. Mr. Gotwaid
stated that the bid was for $298,000, and the cost would run about $308 -
$309,000, with part of the increase due to change orders and part due to putting
in an extra line to accomodate service in Outlot A. Mr. Marier stated that
he wanted to look at an audit of the Rehbein bill and recommended holding
Check #4453 until we get the audit.
Mr. Marier also questioned Check #4446 written to Rivard Electric, wondering
what this was for and if there had been bids taken. Mr. Cardinal answered
that the work was for new service around the rinks in Sunrise Park; there had
been no bids but the work was authorized last year. Mr. Marier wished this
check to be held until we find out exactly what it was for. Mrs. Swanson
