d <br />4/10/72 <br />they might consider adding onto the arena instead, or they could build a 12' <br />wall and hire a guard. <br />Mr. Marier asked if the club would put in writing that they will meet our crite- <br />ria by: 1. building a structure and removing the trailer by July 1st, and 2, <br />that they come before the P &Z on May 17th. Mr. Haimer said that there might <br />be a wait for the building plans, but that they intend to do something on a <br />permanent basis and they will remove the trailer by July 1st; he will get <br />the Club secretary to write a letter stating same. <br />Mr. Marier moved to authorize the Northwest Saddle Club to keep the trailer on <br />the premises until the First of July and that a permanent structure will be <br />built by that date, such to be put in a letter of intent from the Club. Sec- <br />onded by Mr. Cardinal. Carried unanimously. <br />Mr. Bohjanen reported that the Fire Marshall had a conflict with the dates of <br />the Fire Marshall School,'and that he preferred to wait for the fall session. <br />Mr. Bohjanen stated that two of the tax - forfeit lots located in the Lakeview <br />area are buildable lots and not low; he saw no need for additional Village <br />property in that area. <br />Mr. Marier moved to let the two lots in the Lakeview area go up for tax sale. <br />Seconded by Mrs. Swanson, Carried unanimously. <br />There was discussion on the third parcel, a long narrow strip along Cedar St. <br />on the East County Line. Mrs. Swanson moved that we hold thi's 2 -acre parcel <br />on Cedar St. for purchase by the Village. Seconded by Mr. Marier. Carried <br />unanimously. The Clerk will return the forms to Mr. Burman as he requested. <br />Mr. Bohjanen noted that Deputy Clerk, Elsie Linnell, had resigned. Mr. Cardinal <br />moved to accept the resignation of Elsie Linnell as Deputy Clerk and to send <br />her a letter of thanks for her services. Seconded by Mrs. Swanson. Carried. <br />Mr. Bohjanen stated that one of the Assistant Constables, Marcel Rivard, had <br />resigned, and asked Mr. Myhre how soon the resignation took effect. Mr. Myhre <br />said if was for the First of May, but that Mr. Rivard might stay longer if we <br />didn't get a replacement. There was some discussion on the propriety of taking <br />applications for police positions when there are no openings, and discussion <br />on the proper title for these officers, which was decided to be Assistant <br />Police Officer. <br />Mr. Cardinal moved to put notices in the papers that we will take applications <br />for an Assistant Police Officer. Seconded by Mr. Marier. Carried unanimously. <br />Mrs. Swanson asked Mr. Locher if we are home -rule government; he said we are <br />not, but that we adopted Optional Plan A type government. <br />Mr. Bohjanen commented on changing the form of the monthly financial reports by <br />the Clerk. Mr. Marier presented a copy of the type report used by North St. <br />Paul, stating that he wished the Clerk to use this form. Mrs. Swanson moved <br />to adopt this form of monthly reporting of revenues and expenditures. Seconded <br />by Mr. Cardinal. Carried unanimously. <br />Mrs. Swanson asked the Council how they felt about the police cars not coming <br />back to the Hall when the officers are through with them, and noted the following: <br />1. What does an officer so with the car after he uses it for 2 or 3 hours? <br />2. She seldoms saw the car on duty so how do we know they are working? <br />3. The complaint had been made by an officer that they were putting too <br />
