5/8/72
245
Mr. Locher stated that the standard procedure was that the recommendation come from
the Liaison; he asked if there were any minutes; Mr. Carey said that he had hand-
written minutes at home. Mr. Bohjanen commented that we never had minutes from the
Personnel Commission before. Mrs. Gould noted that she had been absent due to illness,
and the set of minutes she had taken were not pertinent, being from the first meeting.
Mrs. Swanson said she made a motion and wanted to know if it will be accepted, that
the applications be made on the new form from Roseville, and that we run the advertisement
again for at least I week in 3 different papers and in the Sun Publications, partic-
ularly the North and Northeast areas. She had been told that military training was
inadequate; they must be re- trained for civilian service; Mr. Myhre disagreed, noting
that Virgil Lundberg was an MP for 4 years. Mr. Marier recommended, then seconded the
motion by amending it to state that we send back to the Personnel Commission a copy
of the application that the Liaison presented and ask them to pass on several if they
like or adopt this one.
There was further discussion and clarification on the motion, with the papers being
changed to the Blaine Life and the Sun Publications, and that the persons who already
applied be required to fill out whatever form the Personnel Commission adopts. Clerk
questioned the timing on running the ads if there was no form adopted for applicants to
fill out. Mr. Locher felt that the amendment made it a new motion; Mr. Marier agreed
that the motion was now only to send the application forms to the Personnel Commission
for study. Vote on this motion was unanimously in favor.
There was further discussion. Mr. Locher suggested either tabling the matter or
failing to act (on hiring an officer), saying that we couldn't act on this without a
recommendation from the Liaison without breaching prior procedures.
It was finally decided that the Personnel Commission should meet again to act on this.
Mr. Marier said that the Liaison said they didn't vote on the recommendation and
they should get together and do so. He asked who would call them together. Mrs.
Swanson said it was her duty.
Sign permit renewals were next on the agenda. Clerk had not obtained all information
as to which signs were up or not, but listed those from Naegele, Meyer, 3M Advertising,
and some individual ones which were up. Mr. Jaworski moved to table the matter of
sign permits until the next meeting when a complete list of the status of the signs
would be ready. Seconded by Mr. Cardinal. Carried.
The amendment to the Lexington Fire Contract was discussed. Mr. Locher noted a spelling
error which should read "an integral ". Mr. Marier moved to approve the change in the
Lexington Fire Contract. Seconded by Mr. Cardinal. Carried.
Nominations to a Committee on Youth Activities were taken. Mr. Bohjanen suggested
Steve Krube. Mr. Cardinal suggested Mike Cartier. Mr. Bohjanen said that he would like
at least 5 names, but would take more, and that he wouldn't mind having 2 persons from
the same area of the Village; also, Steve Krube had offered to serve as temporary
coordinator of the Committee. It was decided to send these two people a letter.
Mr. Marier asked about looking into the timing of Jerry Rosengren's work on his house.
Neither the Mayor nor Clerk had checked into it yet. Mr. Bohjanen said he would have the
Building Inspector move on this if the 60 days were up.
Mrs. Swanson noted that Robert Wilson was doing things again, and thought that his
building must have been moved in. Mr. Bohjanen noted that the building was constructed
on the site, that the County is checking on this, but had not yet reported back.
Mr. Gotwald commented that the buried cable which Northwestern Bell wanted to put in
LaMotte Road would be 3' from the property line in the boulevard, and recommended
approval. Mr. Cardinal moved to pass on Northwestern Bell's request to bury cable in
LaMotte Road. Seconded by Mr. Jaworski. Carried with Mr. Marier abstaining.
