X44 <br />5/8/72 <br />to determine the exact line ,.then if the building is over the line, to write to Mr. <br />Houle ordering him to move it off, and if he refuses, to charge him with trespass. He <br />thought that Mr. Hutchison would inspect the property at no charge for health reasons. <br />Mr. Myhre noted that the horses had gotten out, and that the problem is that Mr. <br />Houle has an agreement to let this other person use the building and land. <br />1 <br />Mr. Marier moved to send a letter to Mr. Hutchison advising him of the situation and <br />getting the legal description to tell him where to go. Seconded by Mr. Cardinal. Carried. <br />After more discussion, Mr. Cardinal moved to issue a tag for moving a building over <br />Village streets in violation of Ord. No. 30 to Bill Houle for the building on 80th <br />St. between 20th Ave. and 24th Ave. Seconded by Mr. Marier. Carried. Mr. LaMere <br />gave the description to the Clerk. <br />Mr. Bohjanen asked for the Personnel Commission's recommendations on the applicants for <br />an assistant Police Officer. Mrs. Swanson said that she had one opinion and the y <br />(Commission) had another. She said that she would like to see the matter tabled until <br />we get further applications, as she didn't feel they got a person we could completely <br />accept. Two names had been discarded since they lived out of the area, which left three. <br />Mrs. Swanson said that the application forms we have them fill out gives absolutely <br />no information. She moved to accept a new application form that will give all the <br />information we need pertaining to ability, qualification and everything we need. She <br />listed her objections to our form and proposed using the form from Roseville which had <br />a waiver which releases the Village from any liability in case of anything the officer <br />might do while serving in that capacity. Mr. Myhre disagreed with the Roseville form, <br />stating that it requested too many items which were unnecessary and not pertinent. <br />III <br />He suggested studying forms from several places and getting one that fills our needs. <br />Members of the Personnel Commission asked to have the name of the person they had <br />recommended read, noting that they had asked more questions of the persons they <br />interviewed and had gotten all the information they wanted. <br />Mr. Bohjanen noted that he had checked on the possibility of getting civil service <br />exams for the police applicants, and found that the County doesn't do this anymore, <br />and the State charges $50 to the Village for the tests plus $1 for each applicant. <br />He said we didn't want to go that route on a $125 per month job. <br />Mrs. Swanson agreed to table the application forms for the Personnel Commission to <br />study. Mr. Cardinal asked her for the recommendation. Mrs. Swanson said that <br />members of the Personnel Commission had said "this is the lesser of two evils, so we <br />take this one as we have no more to choose from. He is single with no wife to <br />complain on his hours." Mr. Carey stated that this was not true. <br />Mr. Cartier said that the man they recommended works for Glenn Rehbein, and she could <br />get Glenn's recommendation. Mrs. Swanson said that the form we use for regular <br />personnel gives more information than this one. <br />Mr. Jaworski said we still haven't heard the recommendation from the Personnel <br />Commission and he wanted to hear it. Dick Carey, Chairman of the Personnel Commission, <br />said that Clifford Ross, Jr., was recommended for Assistant Police Officer. Mr. <br />Marier said that we must get the recommendation through the Liason member from <br />the Council. <br />Mr. Cardinal asked Mr. Carey if he didn't have the recommendation to give to the <br />Liaison; Carey stated that she was at the meeting. Bohjanen asked if the Commission <br />had voted on it; Carey said Yes. Mr. Bohjanen asked if Swanson was there when they <br />voted; Carey said Yes. Mrs. Swanson stated that there was no vote taken that she <br />knew of. Mr. Jaworski asked if the vote was unanimous; Mr. Carey said Yes. <br />1 <br />
