233 <br />5/8/72 <br />Mr. Bohjanen moted that Blaine had to change their ordinance which requires <br />1040 sq. ft. minimum to adding a garage and one -half in that minimum so they <br />would't get low -cost housing. <br />Glenn Rehbein commented that he had seen an article in the Minneapolis paper <br />lately on 904 sq. ft. homes for retired people, and stated that he was trying to <br />get older people in his project rather than younger ones with four kids. <br />Mr. Marier moved to adopt Ordinance No. 56 A. <br />Mr. Jaworski asked for the recommendation of the P &Z which Mr. Locher read. Mr. <br />Marier noted that the Council had included condominiums with the townhouses. <br />Roy Stanley stated that there should be lower minimums for split -foyer and split - <br />entry houses, that 600 sq. ft. per floor on splits whether finished or not, and <br />that taxes are based on both floors on the splits whether finished or not, and that <br />no one could afford to build splits with 1000 sq. ft. on both floors. <br />Mr. Locher noted that the P &Z recommendation didn't say the minimum was for each <br />floor in a split home. Mr. Marier said that the 1000 sq. ft. referred to the out- <br />side dimensions of the building, that the 100 sq. ft. minimum was for living areas <br />only, and that it doesn't say anything about how much living area has to be in <br />that 1000 sq. ft. <br />Dick Zelinka asked for the meaning of a 'basementless home'; Roy Stanley said this <br />means homes on a slab. <br />Clyde Rehbein read the proposal for minimums he had given to the Council: <br />Rambler, 12 Story, Split Foyer, or Split Level <br />1000 sq. ft. less 50 sq. ft. if there is an attached garage, and less <br />an additional 50 sq. ft. if there is 2 bedrooms instead of 3 bedrooms. <br />2 Story <br />900 sq. ft. pn the main floor or 700 sq. ft. if there is a double <br />attached garage. <br />90 sq. ft. minimum on bedrooms. <br />Clyde also commented that if they have to make the bedrooms 100 sq. ft. in size, <br />then they will make the living room or something else smaller to compensate. <br />Roy Stanley felt that even with 90 sq. ft. minimums you wouldn't find any 3- <br />bedroom rambler as small as 1000 sq. ft. <br />John McLean commented that in reading Clyde's recommendation, relating to what <br />the P &Z did, this would give an answer in a flexible way and that we should consider <br />the amendment on a smaller format. <br />Mrs. Swanson seconded the motion on the floor. <br />There was discussion on the tax base under the two proposals, the extras which are <br />put in Clyde's houses and the sizes of bedrooms. <br />Ken Rehbein and Dick Cartier both asked that the builders meet with the Council, <br />the P &Z and the Assessor first before adoption on the amendment. Mrs. Swanson <br />felt that we should have the same requirements as the surrounding villages; Mr. <br />McLean said that we should take care of the 2- bedroom approach. <br />Mr. Marier withdrew his motion on the floor, and moved that we adopt the pro- <br />posed Ordinance No. 56A with the fol4owing insertions: <br />1 <br />1 <br />1 <br />
