4/24/72 <br />Mr. Marier remarked that the letter which Glenn had received from Lonnie Dye of the <br />Metro Sewer Board had stated that there would be a complete engineering report on the <br />interceptor that would consider all alternates to the interceptor as well, that we <br />cannot approve Glenn's sewer plans at this time, but must wait for the results of <br />that engineering study, that we have no control on this matter, that we don't know <br />when the study will be done. <br />There was some discussion concerning the MSB's October 20th letter, which was read. <br />Mr. Bohjanen noted that we would have to wait for the engineering study, and that this <br />is the first time MSB has admitted they are making such a study. Mr. Marier noted <br />that MSB has their problems, namely, that they were cut back in their Federal grants <br />by some $II million, which they can't control, so they have to cancel out some of <br />their projects. Marier said that MSB hasn't cancelled out the Lino Lakes project, <br />but they have to make some engineering studies to determine which projects to cancel. <br />Clyde Rehbein thought it would help them if the Village went on record supporting <br />Glenn and himself; Mr. Marier felt it may not be feasible to do this at this time if <br />the interceptor is not feasible. <br />Mrs. Swanson stated that she had attended the April 19th Metro Sewer Board meeting, and <br />reported the following items: <br />1. A letter of apprecation from Lino Lakes was read. <br />2. Three treatment plants had been phased out since they failed to meet standards. <br />3. Out of 103 communities, 92 had paid their allocations in part or in total, <br />II still had some problems, 6 had resolved their problems, including Lino <br />Lakes, Oneka & New Brighton, Blaine had paid 60% of their bill, and expected <br />to pay 100 %, Circle Pines had paid 50% with no stand taken on whether <br />they will pay the remainder. <br />4. No. 3 above represents a 32% loss of revenues in all or $175,000 lost, <br />and $150,000 to be collected. <br />5. Fourechange orders resulted in several hundred thousand dollars. <br />6. Region 1 and 2 cost allocation billings are incorrect. <br />7. Metro Council and MSB do not see eye to eye on the system or spending, and <br />Metro Council expects to come up with a new system of 1972 cost <br />allocations, presently favoring a restricted policy such as Method #1 <br />proposed in their 1971 budget. <br />8. Apple Valley Interceptor is very expensive and has reached an over load 30% <br />of capacity as flowage was under - estimated. <br />She felt we should wait until the Comprehensive Plan is finished, the engineering study <br />is finished, and we hear from the Metro Council before acting on Glenn's sewer proposal. <br />Glenn said he is asking that he put in the sewer system at no cost to the Village, <br />that he should have equal rights with Handric, and that if Jandric pays for pumping <br />sewage, he is willing to do the same. <br />1 <br />1 <br />Fred Memmer, St. Paul attorney representing Glenn and Clyde Rehbein, stated that he also <br />represents Lincoln Federal which was going to finance the project which the Rehbein <br />boys are building in this area. He noted the following: <br />1. Feels that the Metro Council and MSB are shortchanging this area. <br />2. Doesn't want to wait for them to sit and study the matter. <br />3. It isn't wise on the Council's part not to give the Rehbein boys its cooperation. <br />4. He is Chairman of the local Bar Ass'n; Mr. Locher is Vice- Chairman. <br />5. Mr. Bollard, Chief Procurement Attorney for the U.S. Govt. will be in this <br />area on June 23rd to talk on what can be done with a number of problems <br />in securing Federal funds for sewer projects. <br />6. Feels the people of the Metro Council are preoccupies with building up their <br />own power and are ignoring us. <br />7. A line serving 2 communities is considered a Metro sewer; if it serves a <br />single community that community can do the line on its own, and should <br />be able to get funds to do so. <br />
