2 3 <br />5/22/72 <br />Mr. Marier stated that he had moved that we look into the total job (sewer <br />construction) which we will do. There are some varations to look into; he <br />didn't know if there will be another engineer. Glenn Rehbein told Mr. Marier that <br />he was putting himself in the Mayor's chair. Mr. Marier said that the motion had <br />passed unanimously. There was more discussion between for two men. Mr. Bohjanen <br />noted that the bill would be finalized before the final payment. Mrs. Swanson <br />said she was talking about the next to the last payment, which is the major <br />payment. Mr. Marier noted that the final bill isn't here yet. <br />Liquor license applications had been received and were the subject of considerable <br />discussion. Mr. Myhre stated that he had not signed the applications from the <br />Blue Heron and the Oasis as he was unab le to determine whether the owners were <br />actually Village residents or not. Mr. Cichy, owner of the Oasis Bar, stated that <br />he had bought a house at 897 Main Street before receiving his first license, that <br />he pays taxes on it. stays there on Monday, Wednesday and Friday,rnights, getsa <br />all his mail there, and is registered to vote in Lino Lakes. <br />Mr. Beens checked the liquor ordinances and stated that they did not define residency <br />and that it would be up to the Council to define residency requirements on liquor <br />licenses; however, the State defined it on beer licenses'. <br />Mr. Cardinal moved that a person has to live in the Village three (3) days or nights <br />a week and be registered voter in the Village to be considered a resident. Seconded <br />by Mr. Marier. Stanley Thayer, owner of the Blue Heron, said that he spends 3/4 <br />of his time at the Blue Heron but doesn't sleep there; he also gets his mail there. <br />There was further discussion. Vote on the motion showed it carrying unanimously. <br />Mr. Cardinal moved that we accept the on sale intoxicating liquor license applications <br />from Stanley B. Thayer, Nathe Brothers Inc., Lawrence Cichy and Henry Rosengren, <br />with the stipulation that Mr. Rosengren's Bond, insurance and fee be received. <br />Seconded by Mr. Marier. Mr. Rosengren stated that the bond and insurance were in the <br />office, and that he was prepared to write the check immediately. Motion carried. <br />Mr. Cardinal moved to authorize an off sale 3.2 beer license for Stanley Thayer <br />for the period from May 23 to June 30, 1972 as well as an off sale 3.2 beer license <br />for one year beginning Julyl, 1972. Seconded by Mr. Marier. Motion carried with <br />Mrs. Swanson abstaining. <br />Mr. Marier moved to table action on Mrs. Ruth Freeman's application for an off sale <br />intoxicating liquor license at Freeman's Bottle Shop since she had not provided the <br />necessary bonds. Seconded by Mr. Cardinal. The Clerk was asked to let the Council <br />know when the bonds and insurance come in so that a special meeting might be <br />called to act on this application. Motion carried. <br />Mr. Cardinal moved to accept the off sale liquor application of Mrs. Monica Cichy <br />and to grant her a license. Seconded by Mr. Marier. Carried. <br />Mr. Marier moved to accept the application for a club liquor license (on sale) from <br />Circle -Lex VFW Post 6583. Seconded by Mr. Cardinal. Carried. <br />Mr. Marier moved to accept the applications for Sunday on sale liquor licenses <br />from Stanley B. Thayer, Circle -Lex VFW Post 6583, Nathe Brothers Inc. and Lawrence <br />Cichy. Seconded by Mr. Cardinal. Carried. <br />Several requisitions were considered. <br />Mr. Marier moved to have Roy Backlin get cost bids on his requisition for 3000 <br />yards, more or less, of gravel. Seconded by Mrs. Swanson. Carried. <br />
