5/22/72
Mr. Myhre said that a tag is put on all entrance doors to the House.
The Clerk had made a list of the freeway sign permits which were up, not up
and if applied for renewal. There was discussion on the State's program to remove
freeway signs which will cost taxpayers money. Mrs. Swanson said she did not wish
to see any more signs in the Village. Mr. Marier noted that we could not act on
Sign #20 until Mr. Bratland comes in with some answers on the access.
Mr. Cardinal moved to authorize those signs which are up and in place -and _paid
for back to the date of expiration. Seconded by Mr. Bohjanen. Vot: Aye -- Cardinal,
and Bohjanen; No-- Marier and Swanson. Motion failed.
Mr. Marier moved that we take all the permits on signs that are not in existence
and return the renewal money with a letter that the signs will not be permitted
in Lino Lakes. Seconded-by Mrs. Swanson. Carried.
Mr. Marier moved to accept the applicants of present permits with signs up for
one more year of the date of expiration. Seconded by Mrs. Swanson. Carried.
Mr. Marier stated it was okay to send out expiration notices on signs which are
up, as they expire.
Clerk stated that she had received no applications for the Deputy Clerks Job.
Mr. Marier moved to extend the advertising for a Deputy Clerk for one month or
until the Friday before the second Council meeting in June, with the ad to be
run in the North, Northeast and North St. Paul sections of the Sun papers, as
well as in the three local papers, and also put in the League magazine.
Seconded by Mr. Cardinal. Carried. Mrs. Swanson noted that the Personnel .,
Commission had inquired on the Deputy applications thinking they would be meeting
soon to analyze them.
Mrs. Swanson wanted to know what the Council was going to do about a motion made
a couple months ago on an audit report on the bill for Chomonix (Marvin Rehbein).
She thought it should be done by an outside auditor or engineer, and asked if it
were going to follow through. Mr. Bohjanen said that we will have a check on this
and if we are not pleased we will get outside figures or have the Attorney and
Fiscal AGent get involved to see if the construction job was carried out.
Clyde Rehbein asked if it wasn't the purpose of the Village Engineer to check on
the work done, noting that he isn't the engineer for Chomonix. Mr. Bohjanen
told Clyde that even though he had an interest in this, since he isn't a resi-
dent of the village he shouldn't take the floor anytime he wished.
Glenn Rehbein stated that the Village has an A torney and an Accountant to audit
the books and he didn't think we have to have another engineer to check on engineer.
There was discussion. Mr. Bohjanen said he didn't think that it was pre- determined
that we would have another engineer check this, noting that we still have plenty
of balance from the bond sale to pay this. Mr. Caardinal said that he understood
that Mr. Gotwald would go over the bill and come up with the figures on how much
money was spent and how much was left.
Mr. Cardinal noted that he was confused by Mrs. Swanson's statement on spending
taxpayers' money on this as he understood that Jandric was paying for the whole
thing (construction). Mr. Marier said that was the intent of the bond issue, but if
Jandric doesn't have the money when the bonds come due, then the Village will
be responsible for refinancing those bonds since the Village wrote the bonds and
it is our responsibility to meet them; if we could get the money it would be all
right. Mr. Cardinal noted that there was $50,000 in the bank to pay for this. Mr.
Marier stated that the bonds come due in 2 1/2 years.
