6/12/72 <br />Clyde REhbein said inother villages progress stops until the red tag change is made. <br />Mr. Boyd said he felt that was hard to do especially since, often times, people <br />are already living in a home. <br />There was general discussion about the percolation tests. Mr. Boyd said he had <br />a meeting with Glenn REhbein and Ron Harless. Harless had suggested pulling tests <br />around in various areas of the project (Shenandoah) rather doing one on each lot. <br />Mr. Gotwald suggested that either the Village Building Inspector or Plumbing <br />Inspector should request tests on low areas in average size lots in subdivisions. <br />He also said that if ground water is within 6 feet of the surface they should tell them <br />to not even bother witha percolation test as it will not pass. <br />Mr. Cardinal moved that individual permits would require percolation tests before a <br />building permit could be issued. In platted areas, necessary percolation tests would be <br />determined by a quialified engineer. Commercial sites must be determined in the usual <br />way. Seconded by Mr. Marier. Carried. <br />Mr. Boyd further noted that the fellow or plumbing contractor who did the job should <br />be responsible for the red tag, not the homeowner. Lino Plumbing contractors are not <br />licensed, and their licensing would be the only way of controlling this. Outside <br />contractors are being licensed. Frank Villella on 4th Ave. is assuming the <br />responsibility himself because he took out the permit. The contractor should be <br />responsible too. <br />Mr. Bohjanen referred to a letter dated Mya 5th from the Minnesota Assn of Plumbing <br />& Heating & Cooling Contractors, Inc., in which they advise that Lino Lakes has a bad <br />situation inasmuch as plumbing inspections can only be made after 5 P.M. Mr. Boyd <br />stated that his only problem is with Berghorst Plumbing & Heating. They have two <br />red tags against them right now, so he felt-there would be no appeasing them. He <br />said he usually makes inspections the same night they are requested. He has 24 <br />hours from the time of notification. Mr. Bohjanen said that since Mr. Boyd is <br />working as fast as he can on a part -time basis, that he will speak to the Attorney <br />again. <br />Mr. Bohjanen had a copy of the Coon Rapids ordinance concerning open spaces. Mr. <br />Marier moved to table it until Mr. Zelinka could look at it. Seconded by Mr. <br />Jaworski. Carried. <br />Mr. Bohjanen said Steve Krube hasn't gotten back to him yet with names for the <br />Recreation Committee. He still needs about 7 names. <br />Mr. Marier moved to table any acotion onthe "Metropolitan Sewer Board Waste Regulation" <br />until Mr. Zelinka can look at it. Seconded by Mr. Jaworski. Carried. <br />Mr. Roberts, from the Roberts Hog Operation, was on the agenda, but the Deputy Clerk <br />was unable to reach him by telephone. Mr. Hutchinson's letter was read, stating that <br />he had been to the farm and spoken to the housekeeper. He saw no signs of presently <br />feeding garbage. The housekeeper said Mr. Roberts was phasing out this operation. <br />There have been no complaints from neighbors. <br />The filling at Skyline Auto Body and the Blue Heron was discussed. The consensus <br />was that Skyline's dumping could have affect to the people at the other side of the <br />low area and that they probably shouldn't bring in any more fill. Mr. Marier moved to <br />write the Skyline Auto Body and ask that they stop dumping. Seconded by Mr. Cardinal. <br />Carried. <br />Mr. Marier moved to accept the change in the Centerville Fire Contract. Seconded <br />by Mr. Jaworski. Carried. <br />
