283 <br />6/12/72 <br />"Mr. Bohjanen read the test of a letter he had written to the Attorney as follows: <br />"Please explain Appointment Process on Page 53. At the last council meeting <br />the council was accused of not using the correct procedure when hiring police <br />officers because we have not gone to the State Civil Service Commission for the <br />help which they offer. <br />I feel the council has ac ted correctly when they have acted on the recommendations <br />of one of its committees, the Personnel Commission and even if they did not have <br />such a commission they would be authorized to appoint a police officer without <br />going through the Civil Service Commission. Appointments were made on the basis <br />of written and oral examinations. <br />Is this not correct? Is not the help from the Civil Service Commission optional? <br />Mr. Locher said it was optional, but definitely not required, in his understanding <br />of the law (to have civil service help). <br />Mr. Gotwald submitted his estimate of the Holly Drive improvement by letter dated <br />June 12, 1972. The estimated cost of improving the road in its present location is <br />$2,750.00. This includes widening from an average width of 9 feet to 20 feet, <br />installing culverts and applying 3" of gravel. Cost of relocating the road to its <br />proper locationwould be $5,500.00. Mr. Gotwald stated that if we are going to take <br />the responsibility of this as a public road it should be widened. Gravel amounts <br />to about $1200.00. Grading and widening would be considerably less then. If gravel <br />were not added now, it would have to be added and filled in later. <br />Mr. Marier moved to accept Mr. Gotwald's recommendation and widen the road(Holly <br />Dr.) to 20 ft., and add two culverts and grade it in its existing location. <br />Seconded by Mr. Jaworski. Carried. <br />Mr. Gotwald advised by letter of June 12th that our ordinance requires a bond to be <br />furnished by a developer to cover the cost of improving the streets in a subdivision. <br />He therefore recommended that we request a street improvement bond from the developer <br />of Shenandoah Addition. H & S Asphalt supplied a bid to Glenn Rehbein in the amount <br />of $27,319.00, and he had talked to Glenn about this. Glenn would have to furnish <br />a bond in an amount of 1=z times the estimated or bid price, which would come to <br />$40,978.00. Mr. Marier moved to have the Clerk notify the developer (Glenn Rehbein) <br />to furnish a bond. Seconded by Mr. Jaworski. Carried. <br />Mr. Gotwald reported that he had received a request from Northwestern Bell Telephone <br />to bury telephone lines on Holly Drive in the shoulder. Mr. Cardinal moved to allow <br />these lines to be buried. Seconded by Mr. Jaworski. Carried with Mr. Marier abstaining. <br />Mr. Bohjanen advised that the Plumbing Inspector has asked that a letter be sent to any <br />residence that is red tagged, stating that they are in violation. Mr. Boyd himself <br />noted that sometimes these tags fly off or kids pull them down, and the people don't <br />see them. He also stated that there is no time limit now set on these red tags, and <br />he suggested 5 days from the time of tagging for them to get the work done. Mr. Bohjanen <br />suggested that he notify the Clerk when issuing a tag. After some discussion, Mr. <br />Cardinal moved that a letter should be sent at the issuance of the red tag, telling <br />that work must stop and court action will be taken if the work is not done within <br />14 days from the date of the issuance. Seconded by Mr. Jaworski. Carried. <br />It was decided that double fee means antoher fee of $10.00 rather than a $20.00 . <br />fee the second time. Mr. Boyd stated that he felt a red tag was a serious violation. <br />He tells people to fix it and then gives them a tag is they don't. <br />
