6/12/72
The requisitions were gone over. Mr. Marier suggested purchase of a stamp for
approving requisitions and then they could just initial them. He also noted that
there are four checks as of June 12th where no purchase orders were requested.
There was question as to why the wide difference in advertisement charges. Mr.
Cardinal pointed out that whenadvertising for Deputy Clerk the different papers
ranged from as low as $6.00 to as high as $15.88 for the same ad. Mr. Rasmussen
from the Forest Lake paper noted that for one thing, it is advertising space, and
it would be a different rate than a legal ad and dependent on the amount of
circulation.
Mr. Jaworski moved to pay all bills #4516 through #4546. Seconded by Mr. Cardinal.
Carried with Mr. Marier voting No.
Mr. Marier moved to accept the requisitions, holding out No. 77 until we find what
we have spent for tools. SEconded by Mr. Cardinal. Carried.
Mr. Marier moved to adjourn at 11:30 P. M. Seconded by Mr. Cardin
Aye.
Minutes approved at the meeting of June 26, 197
Clerk—Treasurer
285
The regular meeting of the Lino Lakes Village Council held on June 26, 1972, was
called to order at 8 PM by Mayor Bohjanen. Trustees present were :Jaworski, Marier,
and Zelinka; absent: Cardinal. Also present were Attorney Locher and Clerk— Treasurer
Mrs. Emerton.
Mr. Marier moved to approve the minutes of the special June 6th meeting as written.
Seconded by Mr. Jaworski. Carried with Mr. Zelinka abstaining.
The minutes of the regular June 12th meeting were corrected as follows:
I. Page 3, paragraph 4, line 1, after "check on ", change sentence to read,
"what part areas are in ".
2. Page 3, paragraph 9, change 4th sentence to read, "If there is any
surplus material it will be dumped on 2nd street ".
3. Page 4, paragraph 5, first line, "done" spelled incorrectly.
4. Page 6, paragraph 9, strike paragraph up to last sentence and insert
the following : "Mr. Bohjanen read the test of a letter he had written
to the Attorney, as follows:
'Please explain Appointment Process on Page 53, At the last council
meeting the council was accused of not using the correct procedure
when hiring police officers because we have -not gone to the State Civil
Service Commission for the help which they offer.
I feel the council has acted correctly when they have acted on the
recommendations of one of its committees, the Personnel Commission and
even if they did not have such a commission they would be authorized to
appoint a police officer without going through the Civil ServJce
Commission. Appointments were made on the basis of written and oral
examinations.
Is this not correct? Is not the help from the Civil Service Commission
optional?
5. Page 8, paragraph 9, last line, add at end "and dependent onthe amount
of circulation ".
Mr. Jaworski moved to approve the minutes of the June 12th meeting as corrected.
Seconded by Mr. Zelinka.
