286
6/26/72
Mr. Bohjanen noted that one thing that had not been done at the last meeting was to
set Mr. Zelinka's official duties. Mr. Bohjanen wished to appoint Mr. Zelinka as
Liaison to the Personnel Commission, Liaison to the Environmental Commission, and
alternate Liaison to the Community and Business. Development Commission. Mr. Jaworski
asked who would be the Liaison to the C &BDC; Mr. Bohjanen stated that he himself
would be. Mr. Jaworski moved to approve the above duties for Mr. Zelinka.
Seconded by Mr. Zelinka. Carried.
The Clerk reported receiving $180.00 in municipal court fines for May, affidavits of
publication for Ord. No. 56A and the Deputy Clerk ads in 4 newspapers, and a letter
from the Anoka County Health Dept., which stated that their inspection had not shown
any violations of health regulations on Elmer LaMere's property.
A June 15th letter from the Minnesota Pollution Control AGency listed the
areas in the Village which would be exempted formthe burning pan as well as
those which must be included. Attorney Locher was asked to show the areas included
under the ban on a Village map. Mr. Locher mentioned that an ordinance setting forth
adoption of the PCA regulations must be in the papers this week in order to become
effective in time, and that he would have to have this into the paper by 5 o'clock
on Wednesday. Mr. Jaworski moved to have the Attorney put the drawing and the
regulations on the burning ban in the paper before Wednesday. Seconded by Mr. Marier.
Carried unanimously. Mr. Locher left the room to do the map.
Mr. Jaworski moved that we request the Fire Marshall to get copies of these regulations
and the map, and, in those areas where burning is not allowed, that the people be notified
so that they won't be in violation. Seconded by Mr. Marier. After some discussion
it was decided that the Fire Marshall would be in charge of passing out this information
to the people. Floyd Miller noted that his cabinet shop had scrap lumber to dispose
of and wondered how to get rid of it if they couldn't burn. Mr. Jaworski noted that
if he was in the no- burning area, he would have to have it hauled away. Vote
on the motion showed all in favor.
Reports dated June 12th had been received from Engineer Gotwald on the contracts under
the $550,000 bond issue. Mr. Marier was not satisfied with the reports, noting that
we had asked for the remaining balances, not the percentage of the total; we want the
total monies left to be spent. Mr. Marier moved that Mr. Gotwald make a further break-
down showing the actual monies to be spent and what have been spent, and that he bring
this next time or send it in ahead. Seocnded by Mr. Jaworski. Carried.
Clerk had received an application for a building permit for an addition to the
Skyline Auto Body building. Mr. Jaworski wondered if they intend to build over
the fill area. Mr. Jaworski moved to send this matter to the next meeting of the
P &Z to be on the agenda at 8:45 PM. Seconded by Mr. Jaworski. Carried.
Mr. Zelinka moved to set the hearing on the Skyline Auto Body addition at 8 :30 P.M.
at the following Council meeting (July 24). Seconded by Mr. Jaworski. Carried.
Mr. Zelinka noted that they should be notified.
Mr. Bohjanen had received a letter from Ted Winiecki tendering his resignation from
the Planning & Zoning Board due to insufficient time due to his work, and noted that
he had a person in mind to fill the vacancy. Mr. Zelinka moved that the Council accept
the resignation of Ted Winiecki. Seconded by Mr. Jaworski. Carried.
Mr. Marier moved the appointment of David Farrond to fill Mr. Winiecki's vacancy,
noting that Mr. Farrond had been inthe Village 5 years and wished to serve the
Village in this capacity, that he had been active where he had come from, his
employment is in data process analyzing, etc., and that he knew him personally.
