Mr. Schneider explain- <br />ed this is why he has the amount broken down into funds. There was discussion on <br />the matter of the Police salaries being built into the budget. Mr. Schneider said <br />some was but not all. <br />Mr. McLean said, then the recommendation is a straight 8% increase on all salaries <br />with the exception of Mrs. Anderson (her salary had already been dealt with). Mr. <br />Zelinka agreed. <br />Mr. McLean moved to authorize an 8% salary increase in all classifications with the <br />exception of the Police Department and the Bookkeeper = Clerk by job title and not <br />by individual. Mr. Schneider asked if Mr. McLean was including the Clerk- Treasurer <br />in this motion and Mr. McLean said, Yes. Mr. Schneider said this position will be <br />reclassified and he felt the salary should not be set until the duties are set. <br />Mr. Zelinka said if the salary increase for this position is withheld at this meet- <br />ing, then when the salary is set, it should be retroactive to the effective start- <br />ing date of the increases granted to the other personnel. Mr. Karth felt this re- <br />classification should be a priority subject for the Personnel Commission. The <br />Council agreed. Mr. McLean amended his motion to add 'the Clerk- Treasurer's pos- <br />ition to be held until job classification is completed'. Mr. Zelinka seconded the <br />motion. Motion carried unanimously. <br />There was discussion on the effective date. After some discussion, Mr. Schneider <br />moved the salary increase become effective March 15, 1976. Seconded by Mr. Zelinka. <br />Motion carried unanimously. <br />Under New Business, Chief Myhre said his department is having trouble with parking <br />in several areas - one on Main Street near the dam, in front of the Aragon Ball- <br />room and the area by the City Hall. He asked permission to contact the County for <br />"No, Parking" signs to be installed on both sides of the street in those areas. <br />Mr. McLean so moved. Seconded by Mr. Karth. Motion carried unanimously. <br />Chief Myhre said the City Ordinance requires a Peace Officer to attend Public Dances. <br />The establishments that hold public dances are having a problem obtaining some- <br />one and his department does not have the personnel to fill the requirements. The <br />law allows the Chief to appoint someone to do this and he is asking permission to <br />set up reles for this type of person to work under. <br />There was discussion as to who would appoint these people and would they be consid- <br />ered to 'be on the job'. Mr. Zelinka asked if the Chief would appoint the men or <br />would the owners give him names for consideration? <br />Chief Myhre said names could be submitted by the owners but if they did not meet <br />the qualifications, they would not be appointed. <br />Mr. McLean asked if the City has a liability in a contract type of business? Chief <br />Myhre said, No. The men are hired, paid in advance and fired by the owners. The <br />Police department sets up the rules by which they must work and recommends the per- <br />sonnel to the owners. Chief Myhre is asking permission to set up the rules and <br />regulations under which these men would work. He will return to the Council for <br />approval of the rules. Mr. McLean so moved. Seconded by Mr. Zelinka. Motion carr- <br />ied unanimously. <br />A lady from the audience asked the Council to consider lowering the speed limit on <br />
