March 22, 1976 Mayor Bohjanen reminded the Council of the Special meeting with the Union scheduled for March 23, 1976 at 8:00 P.M.; a Special meeting on the Police matter scheduled for March 25, 1976 at 8:00 P.M.; and a Specialmeeting to consider the revision of the Dog Ordinance scheduled for April 5, 1976 at 8:00 P.M. Mr. Locher reviewed the letter received back in reference to the Flood Hazard Insur- ance. He said Ordinance #6, Sub.nnn. would cover what is requested. He also sugg- ested this Council adopt the State Building Code with some changes. He felt the Building Inspector could recommend the areas for modification. A copy of Ordinance #53 should also be sent. Mr. Locher had checked the easement requests from the MWCC and advised three changes; 1) change the word 'owner' to 'leasee'; 2) delete #3; 3) the number 2 request has a typographical error. A cover letter pointing out these changes should be included. Mr. McLean wondered if Ordinance #56 should not also be sent and didn't the City adopt the State Byilding Code? Mr. Locher said he had thought that had been done but can find no record of the action. The Clerk was instructed to check the min- utes around the time Ordinance #56 was adopted. Mr. LLocher had checked with the Attorney involved in the Aragon Ballroom dispute and found that Mr. Fynboah is no longer connected with that operation. The Attorney had asked for an extension of 30 days before cancellation of the license. He felt this matter could be worked out. Mr. McLean moved to allow the 30 days extension of time. Seconded by Mr. Karth. Motion carried unanimously. Mr. Locher had received a complaint about the conditions of one of the homes located an Andall Street. The Anoka County Health Department had investigated this matter. He felt the renters should contact the owners and they have been given until the next Council meeting to get this matter resolved. Mr. Locher read the letter from the Police Officer's Training Board dated March 16, 1976 stating that Mrs. Pankratz is not eligible for entrance to that school. Mr. Locher reported on the letter noting that a discrimination charge has been filed with the Office of Equal Opportunity. He reported he has answered sending all the data that had been supplied to the State Human Rights Commission. Mr. McLean asked if this is a carry over from the State and Mr. Locher said, No, this is a separate filing. He has had no contact from the State. Under Old Business, the sewer rates were considered. Mayor Bohjanen cited the rates now being used in surrounding communities: The Clerk reported that Mr. Tom Creiger of the MWCC had met with Mr. Gotwald in her office on Thursday morning. Mr. Gotwald is now working on the required forms and Mr. Creiger will be sending a letter with his recommendations. Mr. Zelinka asked about the salary recommendations as presented by the Personnel Commission that had been held at the last meeting. He also asked about the Police Clerk- Typist. Mayor Bohjanen said this position will have to be discussed at the special meeting scheduled for March 23, 1976. The figures as presented by the Personnel Commission for salary increases was dis- cussed. Mr. McLean asked Mr. Schneider if the projection included the Bookkeeper - Clerk and Mr. Schneider said, Yes. Mr. Schneider said the figures would fit into the budget but felt there will be some
