March 22, 1976 <br />Mayor Bohjanen reminded the Council of the Special meeting with the Union scheduled <br />for March 23, 1976 at 8:00 P.M.; a Special meeting on the Police matter scheduled <br />for March 25, 1976 at 8:00 P.M.; and a Specialmeeting to consider the revision of <br />the Dog Ordinance scheduled for April 5, 1976 at 8:00 P.M. <br />Mr. Locher reviewed the letter received back in reference to the Flood Hazard Insur- <br />ance. He said Ordinance #6, Sub.nnn. would cover what is requested. He also sugg- <br />ested this Council adopt the State Building Code with some changes. He felt the <br />Building Inspector could recommend the areas for modification. A copy of Ordinance <br />#53 should also be sent. <br />Mr. Locher had checked the easement requests from the MWCC and advised three changes; <br />1) change the word 'owner' to 'leasee'; 2) delete #3; 3) the number 2 request has <br />a typographical error. A cover letter pointing out these changes should be included. <br />Mr. McLean wondered if Ordinance #56 should not also be sent and didn't the City <br />adopt the State Byilding Code? Mr. Locher said he had thought that had been done <br />but can find no record of the action. The Clerk was instructed to check the min- <br />utes around the time Ordinance #56 was adopted. <br />Mr. LLocher had checked with the Attorney involved in the Aragon Ballroom dispute <br />and found that Mr. Fynboah is no longer connected with that operation. The Attorney <br />had asked for an extension of 30 days before cancellation of the license. He felt <br />this matter could be worked out. Mr. McLean moved to allow the 30 days extension <br />of time. Seconded by Mr. Karth. Motion carried unanimously. <br />Mr. Locher had received a complaint about the conditions of one of the homes located <br />an Andall Street. The Anoka County Health Department had investigated this matter. <br />He felt the renters should contact the owners and they have been given until the <br />next Council meeting to get this matter resolved. <br />Mr. Locher read the letter from the Police Officer's Training Board dated March 16, <br />1976 stating that Mrs. Pankratz is not eligible for entrance to that school. Mr. <br />Locher reported on the letter noting that a discrimination charge has been filed <br />with the Office of Equal Opportunity. He reported he has answered sending all the <br />data that had been supplied to the State Human Rights Commission. <br />Mr. McLean asked if this is a carry over from the State and Mr. Locher said, No, <br />this is a separate filing. He has had no contact from the State. <br />Under Old Business, the sewer rates were considered. Mayor Bohjanen cited the <br />rates now being used in surrounding communities: The Clerk reported that Mr. Tom <br />Creiger of the MWCC had met with Mr. Gotwald in her office on Thursday morning. <br />Mr. Gotwald is now working on the required forms and Mr. Creiger will be sending <br />a letter with his recommendations. <br />Mr. Zelinka asked about the salary recommendations as presented by the Personnel <br />Commission that had been held at the last meeting. He also asked about the Police <br />Clerk- Typist. Mayor Bohjanen said this position will have to be discussed at the <br />special meeting scheduled for March 23, 1976. <br />The figures as presented by the Personnel Commission for salary increases was dis- <br />cussed. Mr. McLean asked Mr. Schneider if the projection included the Bookkeeper - <br />Clerk and Mr. Schneider said, Yes. <br />Mr. Schneider said the figures would fit into the budget but felt there will be some <br />
