1 <br />1 <br />1 <br />1 <br />March 23, 1976 <br />The special meeting of the Lino Lakes City Council was called to order at 8:00 P.M. <br />by Mayor Bohjanen on March 23, 1976. Council members present; Karth, McLean, Schneider, <br />Zelinka. Absent; None. Mr. Locher was also present. <br />Mayor Bohjanen said this meeting had been called for the purpose of considering the <br />Union Contract with the Police Department. Mayor Bohjanen introduced Mr. Karth and <br />Mr. Schneider to the Union representatives. Mayor Bohjanen asked Attorney Locher <br />to bring the members up to date on the latest information. <br />Mr. Locher said there had been two meetings with the mediator and the recommendations <br />from that office had been a 10% salary increase for the two patrolmen and the Clerk/ <br />Typist and a 52% raise for the part -time personnel. The City had offered a 51% <br />raise to all personnel with 50% toward insurance. <br />It was suggested that the contract be gone through once againfor areas of agreement. <br />In Article III, a subdivision 3.12 had been added dealing with the probationary per- <br />iod. It was ggreed this period should not exceed fifteen (15) months total employ- <br />ment period. <br />Article IX, the posting requirement of the seniority list was deleted and the phrase <br />'and be available upon request of an employee' was added. <br />Article XII, which deals with overtime was discussed. Mr. Zelinka felt that with <br />a department to size of this one, the overtime should be considered as over and <br />above a forty (40) work week, not on the eight (8) hour shift. <br />Mr. Bastain said this would be a major point of contention. They are prepared to <br />tae this to arbitration. <br />Mr. Locher asked if the overtime is up to the individual or to the discreation of <br />the Chief? <br />Mr. McLean asked if comp time can be used and Mr. Bastain said, No. Mr. Locher <br />said he had researched this question and had received the same answer. Article <br />XII, sub. 12.1 was held. <br />Article XV was amended as follows; after first word add 'are expressly' and change <br />the work 'period' in the second line to 'shift'. The Council emphasized the personnel <br />must be appointed to the higher classification. <br />Mr. Zelinka moved to approve Article XV with the changes. Seconded by Mr. McLean. <br />Motion carried. <br />Article XVI deals with sick leave. The Union wanted an unlimited accumulation but <br />would settle for 120 days. The City offered 90 days, with a doctor's certificate <br />required after an absence of 3 days. Mr. McLean moved to hold this article. <br />Seconded by Mr. Zelinka. Motion carried. The hold deals with the number of days <br />only. <br />Article XVII deals with vacation time. The final proposvl was 0 to 4 years - 10 <br />days; 5 - 10 years - 15 days; II - 20 years - one day per additional year. Vacat- <br />ions to be taken after the year is worked. Mr. Zelinka so moved. Seconded by <br />Mr. McLean. Motion carried. <br />On Article XVIII, subdivision 18.4 was deleted andon Article XIX, subdivision 19.1 <br />was deleted. Subdivision 19.2 was set at $46.20 per month for full time employees <br />
