March 23, 1976 <br />only. Mr. Zelinka so moved. Seconded by Mr. Karth. Motion carried. <br />Article XXIII deals with clothing allowance. The Council agreed on the original <br />issuance of uniforms and replacement for clothing damaged in the line of duty. <br />After some discussion, Mr. Zelinka moved to agree on an annual clothing allowance <br />of $125.00 after the first year and for full time employees only. Seconded by <br />Mr. McLean. Motion carried. <br />Article XXIV and Article XXV were passed at this time. The Union asked for a copy <br />of the "False Arrest Policy ". Mr. Locher said he would take care of that matter. <br />Mr. Bastain said on two of the remaining hold artitiles, the union would agree to <br />the 90 day accumulation of sick leave if the City would agree to overtime after <br />8 hours. Mr. McLean said if the overtime is controlled by the Chief. <br />Mr. Zelinka moved to accept this proposal. Seconded by Mr. McLean. Motion carried. <br />The matter of the salaries was considered. Mr. Wisenburger asked what the City would <br />offer. Mayor Bohjanen said the offer had been 52% and the City's position hasn't <br />changed. <br />Mr. McLean moved offer the following schedule for consideration; <br />Starting salary would be 8% of 875.00 - $945.00 <br />After six months <br />One Year <br />Two Years <br />Three Years <br />995.00 <br />1040.00 <br />1090.00 <br />1135.00 <br />1 <br />1 <br />These figures would apply to full time Patrolmen only with 10% additional for Sargent. <br />Mr. Bastain asked if this would become effective 1/1/76? Mr. McLean said there had <br />been no discussion on the duration. Mr. Bastain asked if this would apply to part - <br />time personnel? Mr. McLean said this did not deal with them at this point. <br />Mr. Zelinka seconded the motion. Motion carried. <br />Chief Myhre felt the part time personnel should be paid the same hourly rate as the <br />full time men. Mr. McLean had no problem with that. Mr. Zelinka so moved. Sec- <br />onded by Mr. McLean. Motion carried. <br />The Chief's salary is an adminstrative matter to be dealt with by the Council. <br />Mr. Zelinka said for general purposes the longevity date of hiring would be 1/1/75. <br />Mr. McLean moved this longevity date be noted in the contract. Mr. Zelinka seconded. <br />Motion carried. <br />The date of effectiveness for the contract and the duration was discussed. Mr. McLean <br />suggested the contract become effective 1/1/76 with a 4% escalator effective 1/1/77, <br />this to be an 18 months contract with the renewal date to be July I, 1977. This is <br />better timing for the cash flow and would make negotiating easier due to the date <br />of tax receipts. <br />Mr. Bastain said based on the salary proposal by the City in the schedule he is <br />agreeable to take back to the employees for a vote. However, he would ask that on <br />1/1/77, the rate of adjustment be 6%; add one more holiday; and increase the <br />
