110 <br />June 28, 1976 <br />ablished minimum standards. <br />4) Cooperate will Anoka County Comprehensive Health Board and the Rice Creek <br />Watershed Board for groundwater quality monitoring in areas with septic <br />tank systems. <br />5) Provide public information for on -site disposal systems operation and main - <br />enance. <br />6) Positive support for City enforcement personnel to administer the above <br />regulations. <br />The motion for the adoption of the foregoing Resolution was duly seconded by Councilman <br />Zelinka and upon vote being taken thereon, all Members present voted in favor therof. <br />Whereupon the said Resolution was declared duly passed and adopted. <br />Acting Mayor Zelinka reported for the absent Mayor. The letter of invitation issued <br />by the VFW to attend the Flag Raising Cerominies on July 4, 1976 at the Anoka County <br />Courthouse was read. <br />There was discussion of the vacancy on the Planning and Zoning Board. Two men had been <br />considered for that position. After some discussion, Mr. McLean moved to appoint Mr. <br />Vernon Reinert to the fill that vacancy. Seconded by Mr. Karth. Motion carried unan- <br />imously. Mr. Reinert was welcomed by Mr. McLean and he told him all materials will be <br />forwarded by the Clerk. <br />Acting Mayor Zelinka presented a complaint that had been received by the Mayor. He <br />asked if the other members had read the letter add they had. It was suggested this <br />matter be turned over to the Chief and he was asked to answer this complaint. Acting <br />Mayor Zelinka asked for a copy of the letter to be written by the Chief. <br />Mr. Locher reported on the renewal applications for liquor licenses - 49 Club applications <br />were in order with the expeption of the date - should read July 1, 1977; <br />Shidon has no off sale for 3.2% beer, <br />J.P. Litho - Lee's of Lino - ok <br />Aragon - needs insurance and bonds for on sale <br />Henry Speiser - 3.2% off sale - OK <br />Mr. Locher questioned the on sale 3.2% license that had been issued to Luther's Sport <br />Shop. Mr. Karth said that the Sport Shop had changed hands. The Clerk was instructed <br />to contact the new owner for an application if he plans to continue the operation. <br />Mr. Karth moved to approve the above licenses subject to the correction of the above <br />items as noted by the Attorney. Seconded by Mr. McLean. 'Motion carried unanimously. <br />Mr. Locher noted some changes in the law regarding applications for new or renewal of <br />on -sale liquor licenses. There is a fee for the investigation of such applicants that <br />ranges from $150.00 to $10,000.00 particularly if the applicant is out of State. <br />There is also a new statue that requires the marking of Indian Burial Mounds. It <br />was thought there is seven in this area and that they had been marked. Mr. Locher said <br />he would have more information on these two items at a later meeting. <br />
