July 12, 1976
The regular meeting of the Lino Lakes City Council was called to order at 8:00 P.M.
on July 12, 1976 by Mayor Bohjanen. Council members present; Karth, McLean, Schneider,
Zelinka. Absent: none. Mr. Locher and Mr. Gotwald were also present.
The minutes of June 28, 1976 were corrected by Mr. McLean as follows: page 5,
2nd paragraph; at the end of the 4th line add the word 'interior', after the word
'structure' add 'and the outside work'. Mr. McLean moved to approve the minutes
as corrected. Seconded by Mr. Karth. Motion carried unanimously.
Mr. Robert Burman, County Commissioner, was present and presented the Council with
maps on the soils types within the City of Lino Lakes. Mr. Burman said he had read
the letter from Mr. Karth on West Shadow Lake Drive to the Board of Commissioners
and a meeting will be set up soon for consideration of this matter. Mr. Burman
will be reporting back to the Council on any decisions made by the Board.
Mr. Burman also had a list of tax forfeit lands in Lino Lakes. One parcel is Lot
19 and part of Lot 20 in Arthur Thom Acres. Since this land is adjacent to the
trailer park and could be valuable in the installation of a sewer system. Mr. McLean
moved to indicate an interest by the City in obtainhng that parcel. Seconded by
Mr. Zelinka. Motion carried unanimously.
Several parcels bordering the ponding area across the highway from the intersection
of Highway #49 and Highway #8 are also tax forfeit. Since this could serve as a
drainage for the area, Mr. Zelinka moved to indicate interest by the City in obtain-
ing those parcels. Seconded by Mr. Schneider. Motion carried unanimously.
There was some discussion on the meeting being held in Hugo with the Ramsey County
Open Space. Mr. McLean requested Mr. Burman to check for information as to the
plans affecting the lands in Lino Lakes that border Bald Eagle Lake. Mr. Burman
said he would.
Mr. Burman also discussed plans for the upgrading of old Highway #8 and also Birch
Street. The work on Birch has been delayed due to the upcoming installation of the
intercepter. He will keep the City informed of the plans of the Highway Department.
The Council thanked Mr. Burman for his time and information.
The Clerk reported on the following items:
..Mr. Zelinka had requested the numbers of building permits issued for the constr-
uction of new homes since 1970 be computed. This had been done and 229 new homes
have been errected. Multiply this figure by 3.2 persons per home and the pop-
ulation figure is 733. There was discussion on the possibility of doing a census
within the next few years. Mr. Gotwald said the amount of monies received for high-
way construction and maintenance would more than pay for having the census done. He
felt the City would receive around 45 to 50 thousand dollars per year plus $1500.00
per mile for maintenance. This is only available for Cities with a population of
5000 or more. Mayor Bohjanen suggested checking for the cost of doing a census. Mr.
Gotwald said Little Canada had just done this and he would talk to them.
..A request for the use of the Hall for a Boy Scout Court of Honor on July 20, 1976
had been received. Mr. Zelinka moved to approve. Seconded by Mr. McLean. Motion
carried unanimously.
..The auditors that had been in the office felt that the Civil Defense Department
