Mr. Zelinka asked about taking the machine into the company for service, <br />he also suggested that in the 1977 budget a new machine be budgeted. Mr. Gotwald <br />suggested that a leasing program be considered. They find this method most fea- <br />sible. <br />Mr. Zelinka seconded Mr. Schneider's motion. Motion carried unanimously. <br />The Clerk asked permission to purchase copy paper and Mr. Zelinka moved to auth- <br />orize the purchase of copy paper not to exceed 8 rolls. Seconded by Mr. Schneider. <br />Motion carried unanimously. <br />Mr. Zelinka had no report and in view of the financial condition, he would delay <br />action on the proposed salary increase for Mr. Volk until funds are better known. <br />Mr. Schneider asked the basis for the 5% increase and Mr. Zelinka said the Personnel <br />Commission felt that Mr. Volk had worked for two years without a raise, and they <br />felt this was because of problems not of his making. Mr. McLean asked if the <br />Personnel Commission was questioning the judgement of the Council and Mr. Zelinka <br />said, apparently they were. All he is doing is passing on their recommendations. <br />Mr. Schneider asked how the salary compared with other communities and was told <br />the salary range here is about $1,000.00 to $2,000.00 lower. This was for the <br />year 1974/75. The City is low in comparison to the salary scale, but then Mr. <br />Volk doesn't have the years of experience. <br />Mr. Zelinka said he had talked about this before but felt that something should <br />be done to require that house numbers be visible from the street. He said that <br />for the Police or the Fire Department to find a home when the numbers are not vis- <br />ible is almost impossible. He suggested this matter be considered by the Planning <br />and Zoning Board with a recommendation to the Council that all house numbers be <br />put on all residences or on the driveways in numbers large enough to be visible <br />at night. He offered several suggestions - either home owners, the City or a ser- <br />vice organization provide these numbers. There are three areas that should be <br />handled 1) get numbering corrected; 2) some streets have illogical numbering; 3) <br />make house numbers mandatory for new construction. Mr. Zelinka moved to direct <br />the Planning and Zoning Board to resolve this problem. Seconded by Mr. Karth. <br />Motion carried unanimously. All new house numbers to be approved by the Building <br />Inspector. <br />Mr. Locher discussed the new Bingo Law and felt that until an interpretation of <br />the law is available, the Council should pass a Resolution to deal with the permit <br />requested by St. Joseph Church. The general consensus was this law needs to be <br />studied. <br />Mr. Zelinka moved that St. Joseph's Church does not have over five bingo per <br />year, the requirement for a bingo manager be waived. Seconded by Mr. McLean. <br />Motion carried unanimously. <br />There was discussion on the current requirement of 22 acres for transfer of title. <br />Mr. McLean felt that since variances will be approved for less than this amount <br />of land, the law should be changed. Mr. McLean felt that one figure should be <br />set and not required a variance for each parcel that does not meet these require- <br />ments of the present law. <br />Mr. Gotwald had inspected the request from Northwestern Bell Telephone for per- <br />mission to install buried cable on Peltier Lake Drive.
