This plat will be returned to the Planning and Zoning for futher <br />consideration. The Planning and Zoning Board will proceed with this plat with <br />the recommendations of the Planner and Engineer. Mr. McLean asked that Mr. <br />Kolstad be asked to attend the September 13, 1976 Council meeting for discussior <br />of this plat with the Council and that he be put on the September 15, 1976 <br />agenda for the Planning and Zoning Board, for discussion related to Approval of <br />the preliminary plat. <br />Pastor Miller, Gethsemane Methodist Church had presented plans for the starting <br />of'a day care center at the Church. He is asking for a letter from the City <br />stating this operation meets with City approval. The plans and specifications <br />had been checked by the Planning and Zoning Board and approval had been recommend <br />ed with comments from Mr. Mobley. Pastor Miller said Mr. Mobley had inspected <br />the building and had made some suggestions which are being taken care of. Mr. <br />McLean moved to approve this operation and authorize the Clerk to write the <br />letter requested. Seconded by Mr. Schneider. Motion carried unanimously. <br />Mr. Zelinka asked about the staff and Pastor Miller said the ratio is a staff of <br />4 for 40 children - he has hopes this will be expanded in the future. <br />Mr. McLean reported the cul -de -sac at the end of Marshan Lane had come before <br />the Planning and Zoning Board. The real estate representative had not been <br />present, however, the prospective buyer and Mr. Funkhouser were present. After <br />some discussion, the prospective buyer decided that he could not afford to put <br />in the cul -de -sac and purchase the land. This would seem to close the matter. <br />here had been three sign permit applications. These had been turned over to <br />he Building Inspector for his approval. <br />Mr. Schneider asked if Mr. Arntzen, from Shenandoah could be presented under his <br />report. Mr. Arntzen said his cesspool has finally failed. He has had to pump <br />sewage out on the ground on his neighbors property and very close to his well. <br />He asked about the installation of the pumps in the Shenandoah area so they <br />can hook into the sewer. He said he had called the Construction company and they <br />won't install the pumps until they are paid by Mr. Rehbein, Mr. Rehbein won't <br />pay until the system is approved and Mr. Gotwald won't approve the system until <br />the pumps are in and operating. He felt this is a merry go round and thh people <br />are the ones being hurt. <br />Mr. McLean asked that Mr. Gotwald be instructed to do whatever is necessary to <br />get this situation cleared. The Clerk was instructed to contact Mr. Gotwald. <br />Mr. Schneider said Mr. Hanson has asked for permission for the Lino Lakes <br />,Athletic Association to install two soccer fields at Lino Park and to use the <br />short field to the North of the City Hall for a practice field. They will put <br />in the post and take them out before winter. Mr. Schneider asked the Park Board <br />be given the authority to approve the location and the installtion of two soccer <br />fields at Lino Park with the post to be removed by the Association before winter. <br />Mr. Karth so moved. Seconded by Mr. Schneider. Motion carried unanimously. <br />r Schneider reported there had not been a quorum at the last Park Board meet - <br />ng. A special meeting has been scheduled for August 30, 1976. The 1977 budget <br />will be discussed. <br />Mr. Schneider said he also needs some budget figures from the Police Department <br />before the first budget hearing on September 8, 1976. Mr. Schneider asked that <br />Chief Myhre, Mr. Volk and the Chairman from the Personnel Commission be present <br />
