October 12, 1976 <br />The regular meeting of the Lino Lakes City Council was called to order at 8:05P.M. <br />by Mayor Bohjanen. Council members present; Karth, Schneider. Absent; McLean, <br />Zelinka. Mr. Locher and Mr. Gotwald were also present. <br />Mr. Karth moved to approve the minutes of September 27, 1976 as written. Seconded <br />by Mr. Schneider. Motion carried unanimously. <br />The Clerk presented the following items for consideration by the Council: <br />..An application submitted to the DNR by Mr. Albert Thiltgen for permission to <br />appropriate water for irrigation purposes. In the same line, a permit application <br />approval from the Rice Creek Watershed Board for Mr Cyril LaCasse. The Council <br />was concerned about the effect these operations could have on the wells of surround- <br />ing property owners. The Clerk was instructed to write to the DNR and express this <br />concern. Mr. Schneider so moved. Seconded by Mr. Karth. Motion carried unanimously. <br />..The Council was reminded of the meeting scheduled by Mr. John Boland in Centerville <br />on October 21, 1976. <br />..The meeting with the Union Representative is scheduled for October 14, 1976 at <br />7:30 P.M. <br />..Since October 25, 1976 is not a legal Holiday in the State of Minnesota, the <br />Council meeting will be held on Monday as scheduled. <br />..The September report from the Lexington Fire Department had been received and all <br />members have copies. <br />Mayor Bohjanen reported that he had received a request for a Bingo Permit from <br />the Lino Lakes Parents Club to hold a Turkey Bingo on November 12, 1976 at the <br />Lino Elementary School. Mr. Locher said this could be approved providing the <br />$10,000.00 Bond requirement was waived by the Council and this declared to be a civic <br />event. Mr. Locher suggested a copy of the law be sent to this organization. Mr. <br />Schneider moved to approve the request with the above stated stipulations. Seconded <br />by Mr. Karth. Motion carried unanimously. <br />Mr. Karth reported Mr. Burman had contacted him and the Anoka County Commissioners <br />has approved repair work on West Shadow Lake Drive. They will bring it up to grade <br />and gravel it. The City has been asked to provide a back hoe to install some cul- <br />verts. This work will be done from the end of the black top to the end of the <br />street. The Clerk was instructed to write a note of 'Thanks' to the Commissioners <br />and to Mr. Burman. <br />Mr. Karth requested the use of the Hall by the Lino Recreation Association on <br />October 27, 1976 for a meeting. Mr. Karth moved to approve. Seconded by Mr. <br />Schneider. Motion carried unanimously. <br />Mr. Schneider reported that all information as to the progress of the budget <br />will be reported at the budget meeting scheduled for October 18, 1976. <br />Mr. Schneider reported he had met with Mr. Zantek at the MMTC and he had asked <br />for Chief Myhre to serve on the advisory committee in order to get his input on <br />anticipating problem areas. <br />Mr. Locher reported he had contacted Mr. Kronholm on the $50,000.00 CD. Mr. Kron- <br />holm had assured him the money would be available when needed to make the principal <br />payment early in 1977. It was suggested that all minutes pertaining to the estab- <br />
