October 12, 1976 <br />fishing of this CD be pulled by the Clerk. <br />Mrs. Helen Rykel was in the audience in reference to the request to have all County <br />Roads in Lino Lakes studied for possible lowering of the speed limits. Mr. Nadeau <br />said at one point on 20th Avenue South the grade of the street is too low to make <br />the posted speed limit a safe one. There is a rise in the street too near a cross <br />road. The Clerk was instructed to write the Anoka County Commissioners again and <br />point out this danger, asking the County Engineer to check the sight distances and <br />speed limit along 20th Avenue south of County Road #14. <br />The hearing on the East Birch Addition was called to order at 8:45 P.M. Maps were <br />presented to the Council by Mr. Nadeau. A letter of approval from the Rice Creek <br />Watershed Board was read. There were also letters of approval from the City Eng- <br />ineer, The City Planner, Anoka County Surveyor's office and the Anoka County High- <br />way Department. Mr. Karth read the recommendation for approval from the Planning <br />and Zoning Board. Mr. Karth moved to approve the Planning and Zoning Board's recomm- <br />endation. Seconded by Mr. Schneider. Motion carried unanimously. <br />Mr. Karth moved to close the hearing at 8:50 P.M. Seconded by Mr. Schneider. Motion <br />carried unanimously. <br />Mr. Gotwald presented his feasibility report for the LaMotte sewer project. The <br />cost figures presented are based on the bid received for the Centerville project <br />and the total cost is approximately $63,200.00. Breaking this down per hundred <br />foot lot, the cost is approximately $2900.00 per lot. There are only 22 lots <br />to be served in this area and one of the large items of cost is the necessity to <br />go under a 22 foot water works pipe. <br />Mr. Schneider asked if this project could be scheduled to work in with the Centerville <br />project? Mr. Gotwald felt that it could. He recommended a public hearing be sch- <br />eduled as soon as possible, by the 1st meeting in November if possible. He will <br />have more positive information by that time. <br />There was discussion on the outlot located in that addition. Several residents <br />of the area were in the audience and the general consensus of their discussion <br />was they would like to use that outlot for a controlled access to the lake. Un- <br />limited use by the general public is not wanted. <br />They were told the lake shore portion of that lot is controlled by the St. Paul Water <br />Department and their next step is to contact that organization. <br />Mr. Schneider moved to set the public hearing for the LaMotte sewer project for <br />November 8, 1976 at 7:30 P.M. Seconded by Mr. Karth. Motion carried unanimously. <br />Mr. Locher will take care of the publication of the notice and letters of the meet- <br />ing will be mailed from the Clerk's office. <br />Mr. Carley had written a letter on the Lexington Park Lakeview Area sewer petition <br />recommending a special meeting of the Council, Attorney, Engineer and Fiscal Agent <br />be set as soon as possible to discuss this project. Mr. Karth moved to set a special <br />meeting for OctOber 26, 1976 at 8:00 P.M. for the discussion of this project. Absent <br />members to be notified, if a conflict in dates this meeting may be re- scheduled. <br />Seconded by Mr. Schneider.
