1 <br />1 <br />1 <br />October 25, 1976 <br />Mr. Zelinka had no report from the Personnel Commission other than a meeting has <br />been set for November 4, 1976. <br />Mayor Bohjanen read the letter of resignation from Mr. Ronai'dArmstrong, a member <br />of the Police Department. Mr. McLean moved to accept the resignation and send <br />a letter of 'Thanks' to Mr. Armstrong. Seconded by Mr. Schneider. Motion carr- <br />ied unanimously. <br />Mayor Bohjanen reminded the Council of the meeting scheduled for October 26, 1976 <br />at 7:30 P.M. with the Attorney, Engineer and Fiscal Agent for discussion on the <br />water & sewer project in the Lakeview area. <br />In conjunction with this project, the Mayor's of Lexington, Blaine and Mayor Bohjanen <br />had met and discussed a possible joint venture into the utilities. A special meet- <br />ing of those three Councils has been scheduled for October 28, 1976 at 7:30 P.M. <br />in the Blaine City Hall. <br />Mr. Hendricksen, a resident of 4th Avenue near the Molin Plant had called with a <br />complaint on the operations of that firm. The Clerk was instructed to pull the <br />file on this. Check the stipulations set forth and write a letter if he is in vio- <br />lation. The possibility of asking Mr. Molin to attend a Council meeting was also <br />discussed but no action taken. <br />Mr. Locher reported he had read an article on a new machine that recycles cement. <br />He will get a copy for the Council. <br />Mr. Locher had completed the lease agreement for the Road Grader and it is ready <br />for signatures. This agreement is to be signed by Mr. Schwankl, the Mayor and the <br />Clerk. When completed a copy is to be sent to Mr. Schwankl. <br />Chief Myhre said he and Mr. Volk had checked the bid specifications and they meet <br />the requrements. He would recommend acceptance of the bid. Mr. Karth moved to <br />accept the bid for the Patrol Car. Seconded by Mr. Schneider. Motion carried un- <br />animously. <br />Under new business, Mr. Schneider reported on the hunting problem on Reshaneau Lake <br />and asked what is necessary to eliminate hunting in that area - a petition by the peo- <br />ple? Mr. Locher said, Yes, this is the way it is usually done. <br />Mr. Karth had been approached by the Lino Athletic Association for permission to <br />store athletic equipment on the balcony in the shop. This would be out of season <br />equipment. Mr. Karth had checked for available space and he said there is room. <br />Mr. Zelinka moved to approve this request with the stipulation this equipment be <br />stored at their own risk and only as long as there is space available. Seconded by <br />Mr. McLean. Motion carried unanimously. <br />Chief Myhre asked about filling the position that will be left open when Mr. Armst- <br />rong's resignation becomes effective. He would recommend Mr. Jeffrey Kirschbaum be <br />promoted to that position. <br />Mayor Bohjanen said he would prefer to move up a patrolman that lives in the comm- <br />unity. Chief Myhre said Mr. Ross had said he would rather not be considered at this <br />time. Chief Myhre said he felt Mr. Kirschbaum was the most qualified due to his time <br />on the force and his previous time on another force. Mayor Bohjanen did not share <br />this feeling. Mr. McLean asked if there is any reason why this decision should <br />
