1 <br />1 <br />1 <br />19 <br />January 10, 1977 <br />The first regular scheduled meeting of the Lino Lakes City Council for the year 1977 <br />was called to order by Mayor Bohjanen on January 10, 1977 at 8:05 P.M. Council memb- <br />ers present; Karth, McLean, Zelinka. Absent; Schneider. Mr. Locher and Mr. Gotwald <br />were also present. <br />The first order of business was the Mayor's appointments. City Attorney - Landol Locher; <br />City Engineers - Milner Carley & Assoc. with Mr. George Gotwald direct contact; Beckman <br />Yoder Assoc. - Planner; Mr. Gene Mobley - Building Inspector; Mr. Robert Vadnais - <br />Plumbing Inspector; Mr. Allan Robinson - Weed Inspector; Mr. Gerald Beach - Tree <br />Inspector; Mr. Arnold Kelling - Assessor; Mr. William Houle - Fire Marshall; M.A.P.S.I. <br />- Animal Control; Mr. Charles Cape - Civil Defense Director; Anfinson & Hendrickson - <br />Auditors; Donald Volk - Public Works Director. <br />The Mayor interrupted his appointments to ask the Clerk to read the letters from the <br />three local newspapers - Circulating Pines, Forest Lake Times and the Blaine- Spring <br />Lake Park Life. Mayor Bohjanen said he felt the Forest Lake Times had done a good job <br />for the City and he would recommend they be retained as the legal paper for the City. <br />Mayor Bohjanen continued with the appointments naming Springsted Inc. - Bonding Con- <br />sultants; Centennial State Bank - Bank Depository; and Anoka County as the Municipal <br />Health Department. Mr. McLean moved to approve the above appointments. Seconded by <br />Mr. Zelinka. Motion carried unanimously. <br />Mayor Bohjanen appoi,ntedthe Planning and Zoning Board as follows; Kenneth Gourley - <br />3 year term; Vi Schwankl - 3 year term; James Hill - 2 year term; Edward Karth - 2 <br />year term; Pierre Nadeau - 1 year term; Vernon Reinert - I year term. Mr. McLean <br />moved to approve the appointments. Seconded by Mr. Karth. Motion carried unanimously. <br />Mayor Bohjanen made the following appointments to the Park Board; Peter Scherer - 3 <br />year term; Arlene Averbeck - 3 year term; Dick Olson - 2 year term; Frank Resch - 2 <br />year term; Ted Gredvig - 2 year term; Randy Ringaman - 1 year term; Ina Liljedahl - <br />I year term. Mr. Zelinka moved to approve the appointments. Seconded by Mr. Karth. <br />Motion carried unanimously. <br />Mayor Bohjanen appointed the following to serve as members of the Personnel Commiss- <br />ion; Steve Sprint - 3 year term; Richard Cartier - 3 year term; Richard Kulaszewicz <br />- 2 year term; Larry Johnson - 2 year term; Joe Vamos - I year term. Mr. Karth moved <br />to approve the appointments. Seconded by Mr. McLean. Motion carried unanimously. <br />Mayor Bohjanen felt the appointments to the Police and Fire Advisory Boards should be <br />tabled until the Council could take a look at what is expected from those boards. Mr. <br />McLean agreed. He felt the Council should set the goals for study. Mr. Zelinka felt <br />it is very important that members of those boards be objective. <br />Mayor Bohjanen felt that each Board should have one Council member. He wondered if it <br />would be necessary to name two separtate Boards - possibly one Board could serve a <br />dual purpose. More will discussed on this at subsequent meetings. <br />Mayor Bohjanen named Mr. Harvey Karth as Acting Mayor for the year 1977, Mr. Karth agreed <br />to serve in that position. Mayor Bohjanen added that he would recommend that Council <br />liaisons remain the same as 1976. Mr. Zelinka moved to approve the Acting Mayor and <br />the Council Liaison appointments. Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. McLean moved to approve the minutes of December 27, 1976 as presented. Seconded <br />by Mr. Karth. Motion carried unanimously. <br />
