200 <br />January 24, 1977 <br />The regular meeting of the Lino Lakes City Council was called to order at 8:05 P.M. <br />on January 24, 1977 by Mayor Bohjanen. Council members present: Karth, McLean, Sch- <br />neider, Zelinka. Absent; None. Mr. Locher, Mr. Gotwald and Mr. Short were also <br />present. <br />The first order of business was the presentation of the "Citizen of the Year" award. <br />Mayor Bohjanen asked the Clerk to read the sketch of the person receiving the award. <br />Mr. Gunder Gunderson was cited for his many contributions in several capacities to the <br />City of Lino Lakes. Also for his work and recognition in his service to the Civil <br />Defense and VFW. Mr. Gunderson received the award with "thanks" to the City. <br />Mr. McLean moved to approve the minutes of the January 10, 1977 meeting as presented. <br />Seconded by Mr. Zelinka. Motion carried unanimously. <br />The Clerk presented the following items for Council consideration: <br />..Mr. Gotwald has submitted a letter establishing the amount necessary for a road bond <br />for the Pine Haven Plat. Mr. Jerry Blackbird was present representing developer of <br />that plat. He said he would ask for the bond to be valid for a two year period or <br />75% completion of the plat, whichever occurred first. <br />Mr. Locher said another way this could be handled which he felt was more eff4cient, <br />is a letter of credit. This method protects the City in case the developer says he <br />will not install the streets. A road bond will only cover the installation if the <br />developer fails. Mr. Locher said if the bond method is used, a contractors agree- <br />ment should accompany the bond. Mr. Blackbird felt this would not present a problem. <br />Mr. McLean moved to approve the road bond with the accompanying contractor's agree- <br />ment. Seconded by Mr. Zelinka. Motion carried with Mr. Karth abstaining. <br />..An application for the installation of a well for irrigation purposes in sec. 5 & <br />6 of Washington County had been dropped off at the City offices. This is a 10" well, <br />150 feet deep and will be used 24 hours per day from June through September. The Coun- <br />cil was concerned about the effect this well will have on the private wells in that <br />area. This is the third such well to be applied for in the same general area. Mr. <br />McLean suggested holding this until Mr. Gotwald arrived for his comments. <br />..A copy of the plans and specifications for the landscaping of 135E from the Ramsey <br />County Line to the junction of 135W had been received. This was discussed with Mr. <br />McLean asking if there is any mention of a sound barrier to be errected along that <br />interstate. The Clerk had checked the specifications, and the only things listed are <br />trees and shrubs. Mr. McLean moved to approve the plans and specifications providing <br />there are no sound barriers. Seconded by Mr. Karth. Motion carried unanimously. <br />..The Police Contract with the City of Centerville was considered. Chief Myhre had <br />recomputed the cost figures. Centerville had reviewed these figures and the Clerk <br />had called to say they had no questions. The cost figures to be used is $21.96 per <br />capita. Mr. Schneider moved to approve this contract. Seconded by Mr. Zelinka. <br />Motion carried unanimously. <br />..The cost for Police coverage at the MMTC for the last six months of 1976 had been <br />computed by Chief Myhre and the Clerk presented these figures for Council consideration <br />There was some discussion on these figures with Mr. Schneider asking that a decision <br />on this be deferred. Mr. Zelinka so moved. Seconded by Mr. McLean. Motion carried <br />unanimously. <br />
