1 <br />1 <br />1 <br />ALI _IL <br />February 14, 1977 <br />Mr. Schneider commended the Personnel Commission on the work done in the past <br />year. He felt it had been good. <br />Mr. Locher had checked the Engineer's contract and found all in order and recommend- <br />ed approval. Mr. Zelinka moved to approve the contract and authorize the Mayor <br />and Clerk to sign. Seconded by Mr. Schneider. Motion carried unanimously. <br />Mr. Locher said he had received an Attorney General opinion in the matter of the <br />County Recorder abiding by the local ordinances. He said the County Recorder is <br />not obligated to refuse documents that do not comply with local ordinances. <br />Mr. Locher said that Carver County has special legislation in this area perhaps <br />this is what Anoka County needs. <br />Mr. Ted Omdahl, Anoka County Register of Deeds, has compiled a file of local ord- <br />inances, but does not have the staff to check and approve each parcel that is pre- <br />sented for transfer of title. <br />Mr. Locher said he had talked with Mr. Weisenberger and he is waiting for the med- <br />iator to set a meeting date. Mr. Locher will inform the Council of this date as <br />soon as he knows. <br />Mr. Locher reported on a bill before the legislature dealing with the prosecution <br />of misdemeanors by the County Attorney's office. This would be done on a County <br />wide basis but allows for local options on ordinance violations. Mr. Locher felt <br />if this bill is passed the County Attorney will have to more than double the staff. <br />There are some alternatives - such as a bettersplit of the fines or some State <br />Assistance to local governments. <br />There was some discussion on the status of Mrs. Billik with no decision being reached. <br />Mr. Zelinka moved to approve the requisitions #732 through and including #735. <br />Seconded by Mr. Schneider. Motion carried unanimously. <br />Mr. Zelinka moved to approve checks #7670 through and including #7724, with #7673 <br />being voided. Seconded by Mr. Schneider. Motion carried unanimously. <br />Mr. Schneider moved to adjourn at 10:30 P.M. Seconded by Mr. Zelinka. Motion carried <br />unanimously. <br />These minutes were cor ected and proved at the February 28, 1977 regular scheduled <br />Council meeting. approved <br />CLERK - TREASURER <br />
