February 14, 1977 <br />Mr. Zelinka. Motion carried unanimously. <br />In conjunction with this matter, Mr. Zelinka moved to erect three bulletin boards <br />subject to the City Ordinance, location to be selected by Mr. Volk, Mr. Kelling <br />and the Clerk. Seconded by Mr. Schneider. Motion carried unanimously. <br />Mr. Karth said there are approximately 790 hook ups available in the interceptor <br />and he felt that records should be kept of the number used and the number avail- <br />able. This would serve for the advisement of potential plats in that area. The <br />Clerk was instructed to compile the list of hook ups at the present time and the number <br />remaining for the next Council meeting. <br />Mr. Zelinka reported the Personnel Commission has held two meetings and a third <br />is scheduled for Tuesday, February 15, 1977. This meeting will be for the purpose <br />of reviewing the insurance proposals and giving the employees a chance to select <br />the one that would serve their needs best. <br />The effective date of the salary increases was considered. The Personnel Commiss- <br />ion had recommended these increases become effective February 15, 1977. Mr. Zelinka <br />moved to authorize the salary increases for all employees with the exception of the <br />Police Department, to become effective February 15, 1977. These salary increases <br />to be those approved at budget time. Motion seconded by Mr. Schneider. Motion <br />carried unanimously. <br />Mr. Schneider asked about the insurance costs. Mr. Larry Johnson, Chairman of <br />the Personnel Commission, said he had just received some of the figures today and <br />has not really had time to thoroughly study them, but felt it would cost the City <br />approximately about $45.00 to $50.00 per employee. This would increase the cost <br />of insurance now being paid to employees approximately $500.00 per year. <br />Mr. Zelinka said that municipal coverage is hard to get - no one wants to handle <br />this type of insurance. <br />Mr. Johnson said he would have more information on Tuesday and felt that a recomm- <br />endation could be made for Council consideration at the next meeting. <br />There was discussion on the evaluation reports that had been filled out last year. <br />Mr. Schneider felt there should be input from more than just the Council member <br />liason. For instance, he felt the Park Board should have some say in the evaluat- <br />ion of Mr. Volk and possibly, one of the other Council members in Chief Myhre's <br />evaluation. Maybe all Council members should present their thoughts in the evaluat- <br />ion of the office personnel. <br />Mr. Johnson asked if in the next budget, raises are to be on a percentage basis. <br />He felt that there should not be a flat percentage for all employees. <br />Mr. Zelinka asked the Clerk to put in her tickler file a reminder that employees <br />should be reviewed beginning July 1, 1977 and possibly again in November. He so <br />moved. Seconded by Mr. Schneider. Motion carried unanimously. <br />Mr. Schneider asked Mr. Zelinka his feelings on the Personnel Commission getting <br />involved in the police contract negotiations. <br />Mr. Zelinka said he would like to see the Chairman or some knowledgeable member <br />of the Commission attend the negotiations meeting. He felt this will become a <br />Personnel Commission responsibility in the future. <br />1 <br />1 <br />
