23 2 <br />March 31, 1977 <br />The Planning and Zoning Board has questioned the construction of a pigeon house in <br />Shenandoah. The Clerk had checked and there had been no building permit issued for <br />that structure. <br />Mr. Karth moved to approve the request of the Lino Lakes Athletic Association to use <br />the City Hall on April 27, 1977. Seconded by Mr. Schneider. Motion carried unanimously. <br />Mr. Schneider reported on the Park Board meeting held on March 21, 1977. A represent- <br />ative of the Centennial Hockey Association had been present to talk about the past <br />season. There had been a problem with the lighting and a suggestion of moving the lights <br />from one rink to the other and only having one lighted rink was considered with no dec- <br />ision. This will be discussed further. <br />Mr. Schneider felt the meetings with the Association had occurred too late this past <br />year and he would like to meet with them sometime in July to start the planning for <br />next year. He has also asked Mr. Volk for cost estimates for improving the rink and <br />also rink maintenance costs from other communities. <br />The ag lime for the ball fields is planned for the later part of April, also, a new <br />mower is needed; estimated cost - $550.00. To repair the old one will cost approx- <br />imately $130.00 for parts. This will be discussed in April. <br />The final concept for the Hall park will also be ready for the April meeting. <br />The matter of the seaplane base was discussed. Mr. Schneider said he has not set a <br />meeting as yet - he has talked with Mr. Lehmann and told him of the article on the Blue <br />Herons. The Park Board will do their annual park inspection sometime this month and <br />discuss the maintenance needed at the April meeting. Also, the post for the back stop <br />IS to be removed from the ball field at the corner of Sunrise and Glenview. <br />Mr. Locher said he would check the legal description for the Acton Street and contact <br />Mr. Gotwald as to the specifications of that street. <br />Mr. Kirschbaum presented the Council with the signed contract from the Union. Mr. <br />Locher will check these and have it ready for the next Council meeting. <br />The bids for the installation of the sewers on LaMotte Road had been received, opened <br />and analyzed by Mr. Gotwald. The low bidder was C. W. Houle Landscaping, Inc. with a <br />bid of $34,814.50. This is approximately 10% under the feasibility study,— <br />Mr. Schneider moved to accept the bids and award the contract to C. W. Houle Landscaping, <br />Inc. Seconded by Mr. Karth. Motion carried unanimously. <br />Mr. Locher said since this bid is under $50,000.00 the financing may be negotiated. <br />He suggested contacting the local banks. <br />Mayor Bohjanen reminded the Council that the scheduled meeting with Mr. Boland must be <br />an open meeting. <br />Mr. Locher asked :for- a copy of the Shenandoah East Plat. He must have the legal des- <br />cription for publication. <br />The meeting for the ratification of the approval of the Townhouses of Reshanau was <br />called to order at 10:15 P.M. This hearing had inadvertently been held at the last <br />Council meeting. There had been no opposition at that meeting and there was no opp- <br />osition at this meeting.
