April 11, 1977 <br />The regular meeting of the Lino Lakes City Council was called to order at 8:00 P.M. <br />by Mayor Bohjanen. Council members present: Karth, McLean, Schneider, Zelinka. Ab- <br />sent: None. Mr. Locher, Mr. Gotwald were also present. <br />Mr. McLean moved to approve the minutes of March 23, 1977 as presented. Seconded by <br />Mr. Zelinka. Motion carried unanimously. <br />On considering the minutes of March 28 and 31, 1977, Mr. McLean asked for information <br />on the issuing of a building permit to Arnt Construction on property purchased from <br />Acton Construction - is it necessary for the deeds to the street to be accepted before <br />the permit can be issued? Mr. Locher salid, No, if the intent of the Council is to acc- <br />ept this as a City Street, a building permit can be issued before the formal acceptance. <br />The required frontage for this operation was questioned, Mr. Locher said the Ordinance <br />calls for 150' frontage for Light Industry, the classification of this type of operation. <br />Mr. Karth moved to approve the minutes as presented. Seconded by Mr. Schneider. Motion <br />carried with Mr. McLean and Mr. Zelinka abstaining. <br />The Clerk presented the following items for Council consideration: <br />..Mayor Bohjanen had received a letter announcing a recognition for volunteer workers. <br />The Clerk was instructed to contact the State for more information on this. <br />..Material on the Federal Revenue Sharing and the Title 11 program had been received. <br />All Council members have copies. <br />..A contract for Planning Services from William Short Associates was considered. After <br />some discussion, Mr. McLean moved to approve the contract and authorize the Mayor and <br />Clerk to sign the contract. Seconded by Mr. Zelinka. Motion carried unanimously. <br />..The new patrol car has been accepted by Chief Myhre and Mr. Volk. The Clerk asked <br />for permission to return the bid check to Art Goebel Ford. Mr. Zelinka so moved. Se- <br />conded by Mr. McLean. Motion carried unanimously. <br />..A form requesting information as to the newly constructed homes for the year 1976 <br />had been received from the Metropolitan Council. There was discussion of the questions <br />in the form, with Mr. McLean asking the Attorney if this information could be used ag- <br />ainst the City in any way. The Attorney felt that it could not. The Clerk was instr- <br />ucted to fill out to the best of her knowledge and return. <br />Mr. Cheesebrough and Mr. Johnston appeared before the Council asking for information <br />on the extension of East Shadow Lake Drive to lots they have purchased or are in the <br />process of purchasing. The utilities are in the street and these men have plans for <br />construction on these lots. <br />Mr. Gotwald suggested they go to Drovers State Bank with this problem since the street <br />is the responsibility of the seller. <br />Mr. Johnston asked if they could arrange to have the street extended? Mr. Gotwald said <br />that would be an expensive undertaking the lots across the street would benefit. <br />These men were told that building permits would not be issued unless the street is in <br />or provisions are made for the installation - such as a road bond or a letter of credit <br />or money in escrow. Mr. Locher said he would contact Drovers State Bank on this matter <br />and try to have an answer for the next Council meeting. <br />1 <br />1 <br />1 <br />The Public Hearing for the Otter Lake Estates was scheduled for this meeting but, since <br />the Attorney had failed to receive the legal description, the notice had not been published. <br />
