26( <br />June 13, 1977 <br />..An application form for Reimbursement Funds in reference to the attendance <br />to BCA by Jeffrey Kirschbaum had been received. The Clerk needs authoriza- <br />tion from the Council to apply for these funds. Mr. McLean so moved. <br />Seconded by Mr. Zelinka. Motion carried unanimously. <br />..An information bulliten from the League of Cities with new legislation on <br />the ability to levy 10% above the levy limitation without penalty. There <br />will be more on this at a later date. <br />..Read a letter from the Metropolitan Council stating the Lino Lakes System <br />Statement is on the Council's consent list for the June 23, 1977 meeting. <br />The City Council has 60 days from that date to file a Resolution to appeal <br />the System Statement. <br />..Mr. Charles Cape, Civil Defense Director, had requested the use of the <br />warming house at Sunrise Park for two nights a week, Tuesday and Thursday, <br />for 4 weeks beginning June 28, 1977 to hold gun safety classes. These <br />classes would be one hour a night - from 7:00 p.m. to 8:00 p.m. Mr. <br />Zelinka moved to approve this request. Seconded by Mr. McLean. Motion <br />carried unanimously. <br />..The final payment of $437.00 for sewage hauling had been received from the <br />Metropolitan Waste Control Commission. <br />..A request for a beer and bingo permit had been received from St. Joseph's <br />Church for August 14, ±977. Mr. Locher said the Bingo permit would have to <br />issued for a civic event and the requirement of a bond waived. There is <br />also the necessity of the Church furnishing proof of insurance. Mr. McLean <br />moved to approve this request subject to the above stipulations. Seconded <br />by Mr. Zelinka. Motion carried unanimously. <br />..Chief Myhre had made a written report concerning the Brokke property on <br />20th Avenue. A11 members have copies. <br />..The April report from the Lexington Fire Department has been received and <br />will be on file in the office for inspection. <br />..The Physical Development Committee of the Metropolitan Council will be hold <br />ing a meeting on June 16, 1977 to discuss issues in connection to updating <br />the Development Guide on Metropolitan Airports. <br />..A letter from the State of Minnesota in regards to a rate increase requested <br />by North Central Public Service. Hearings will be held on July 14 -14, Aug. <br />23 -24, and Sept. 15 -16. The time and dates are available from the Clerk. <br />..The opening of the tree disposal site in the Chain of Lakes Park was dis- <br />cussed. The rates for use of this facility were included in a letter from Mr, <br />Burman. More information is available from Mr. David Torkildson at 757 -3920. <br />..Deeds for the tax deliquent property on Hodgson Road had beet. received from <br />the Auditor's office. If the City is interested in acquiring this property, <br />the fee for processing is $10.30. Mr. Paul Howard, representing the owner <br />of the property said that proper notice had not been received and if the <br />City persisted in obtaining this property, his Attorney would instigate a <br />suit. He said the owner wanted to redemn this property. Mr. Locher was <br />asked the procedure on this matter and he said the owner can petition to <br />repurchase the property. The Clerk should inform Mr. Burman of this matter. <br />Mr. Zelinka moved to have the Clerk inform the County of the desire of the <br />owner to redemn, but in the event she does not, the City would then ask for <br />the property. Seconded by Mr. McLean. Motion carried unanimously. <br />..In reference to the opening of the tree disposal site in the Chain of Lakes <br />Park, Mr. McLean moved to clsoe the site at the City Hall with a sign to be <br />put up directing the people to the County area. Seconded by Mr. Zelinka. <br />Motion carried unanimously. <br />..Mr. Burman had also sent deeds for the parcels of land in Lexington Park <br />Lakeview area that is tax deliquent. This land is located in the middle <br />of a natural drainage area and the City would retain this area for that <br />purpose. Mr. Zelinka moved to authorize the purchase of these deliquent <br />parcels of land. Seconded by Mr. MCLean. Motion carried unanimously. <br />
