June 13, 1977 <br />..Mr. Burman had sent a copy of a resolution passed by the Anoka County <br />Board of Commissioners stateing there is suitable location within Anoka <br />County for the development of a chemical waste landfill. Mr. Zelinka <br />moved a letter of support be sent to the Board of Commissioners in this <br />matter. Seconded by Mr. McLean. Motion carried unanimously. <br />..Mr. Warren Solheid had applied for a Special Use Permit to operate a <br />family house painting business from his home on Cedar Street. This <br />request had been considered by the Planning and Zoning Board and forwarded <br />to the Council for their consideration. The Council had considered this <br />at the last Council meeting but felt they did not have sufficient infor- <br />mation to make a decision. Mr. Solheid had been requested to attend this <br />meeting to answer some of the Council questions. <br />Mr. McLean read the minutes from the Planning and Zoning Board and the <br />Council meetings. Mr. Solheid was asked if he would have or store painting <br />materials at this location. Mr. Solheid said there would be odds and ends <br />of painting materials but he does not stock paint supplies. He does not <br />conduct a retail business in connection with the supplies. All the equip- <br />ment he uses is a van and a 4 ton pick -up. These vehicles meet the City <br />requirements as to wieght limits. <br />Mr. Zelinka felt the costs for extra protection as such would be one con- <br />dition for requiring a special use permit. <br />Mr. Solheid said he only has a pick -up and a van and some times there will <br />be the possibility of a couple of extra cars parked there. <br />Mr. McLean asked Mr. Locher if there is any problem with this operation <br />in an Ag or R1 zone and Mr. Locher said, No . Mr. McLean asked if there <br />would be a sign and Mr. Solheid said, No. _ <br />Mr. Karth felt withthepresent information, there is no need for a special <br />use permit. However, if the business changes, then Mr. Solheid would need <br />to re -apply for a special use permit. <br />Mr. Zelinka asked if all the work would be done away from the premises and <br />Mr. Solheid said, Yes. Mr. Zelinka said he could see no need for a special <br />use permit under the conditions as set forth by Mr. Solheid but if the make- <br />up of the business changes, then he would need to apply. He suggested <br />that perhaps once a year Mr. Solheid could inform the Council if there has <br />been a change. Mr. Solheid said he would be glad to supply this information. <br />The general consensus of the Council was a special use permit is not <br />necessary for this operation and Mr. McLean moved to return the $25.00 fee <br />paid by Mr. Pierre Nadeau, with an explanation for the Council action. <br />Seconded by Mr. Zelinka. Motion carried unanimously. <br />.. Mr. Peter Scherer had submitted an application for a special use permit <br />for the stripping and refinishing of furniture at hsi home on 64th Street. <br />The Council had questioned the components used in this operation and had <br />asked for a statement from an independent lab. A letter had been received <br />from the company who distributes the components and Mr. Gotwald had submitted <br />a reply. Mr. Gotwald said the letter says no more than Mr. Scherer had <br />told the Planning and Zoning Board. The Council is.not interested in the <br />trade secrets of the formula. Mr. Scherer saind Mr. Mobley is having a <br />lab anasis done of the product, but he could not be present this evening. <br />Mr. McLean suggested Mr. Mobley send a copy of his report to Mr. Gotwald, <br />Mr. Gotwald will call the Clerk's office and she will poll the Council for <br />their opinion. <br />
