Mr. Nelson asked this plat be <br />approved as revised 6/10/77. <br />Mr. Zelinka suggested the one foot area be negotiated at a later date be- <br />tween the property owners. Mr. Schneider felt that since this matter has <br />been before the Planning and Zoning Board and a Public Hearing has been <br />held, it is too late to start negotiating at this point. <br />The background of the hearings held on this plat was discussed. Mr. <br />McLean asked if this is Revision A of the plat Pine Vista II to cancel <br />the first plat and Mr. Nelson said, Yes. <br />Mr. MCLean moved to approve the Revision A of Pine Vista II prelininary <br />plat dated June 10, 1977. Seconded by Mr. Zelinka. Motion carried <br />unanimously. <br />June 13, 1977 <br />Mr. McLean noted that it was very unfortunate the parties could not work <br />together on this matter because of the cost in time and money to both the <br />City and the developer. <br />Mr. Schneider questioned the intent of the fencing at the Creek area on West <br />Shadow Lake Drive - would this bar the local residents from using this as <br />a launch area? Mr. McLean said that was the intent. Mr. Schneider said <br />that was not his intent - he just wanted the area controlled a little <br />better. Mr. McLean moved to rescind his motion. Seconded by Mr. Zelinka. <br />Motion carried unanimously. <br />Chief Myhre presented the figures on the preliminary census and said he <br />was very surprised at the results. The final figure was 3,678 with 17 <br />homes not reached. If he uses the average of 2.7 persons per home and <br />multiplies this by the 17 homes and adds, the total figure is 3,727. <br />This does not include any residents at the MMTC. -' <br />Chief Myhre asked that a letter of 'Thanks' be written to all the people <br />who gave their time to this project. He felt they did a tremendous job. <br />Mr. McLean so moved. Seconded by Mr. Zelinka. Motion carried unanimously. <br />Mr. Zelinka asked Chief Myhre if he thought it was necessary for the <br />Personnel Commission to get involved with the incident involving Sgt. <br />Costa and Chief Myhre said, No. He felt this is his reaponsibility and if <br />the Council feels he doesn't handle it correctly, then he is the one to be <br />questioned. <br />Mr. Locher gave each Council member a copy of the Bloomington noise Ord. <br />This matter will be discussed at the next Council meeting. <br />Mr. Locher-said he had attended a meeting of the League of Cities and <br />felt that one matter should be noted at this time. The new State Statute <br />states that all budgets must be certified by Oct. 10 or last year's budget <br />will be certified. There are no more extensions of time. One other change <br />is that a City may now purchase up to $10,000.00 without advertising for <br />bids. This may be done by obtaining two written quotes. <br />Mr. McLean moved that Requisition #756 be laid over to be considered at <br />budget hearings and the Clerk present a plan for the use of the dividers. <br />Seconded by Mr. Schneider, Motion carried unanimously. <br />Mr. McLean moved to approve requisitions #755,757,758, & 759. Seconded <br />by Mr. Zelinka. Motion carried unanimously. <br />
