27 <br />July 6, 1977 <br />Mr. Karth said it was dedicated but never accepted by the City because <br />it was never brought up to City specifications. If it belongs to the <br />City, it would be upgraded and the cost assessed to the affected property <br />owners. <br />Mr. Jaworski said that a hard surface, not necessairly a blacktop surface, <br />is needed now. If the street is in good condition the area will be more <br />attractive to prosepctive developers. <br />Mr. Karth noted that the taxes in this area have not been paid for three <br />or four years and if you loik three or four years in the future the City <br />is going to own this land. <br />Mr. Zelinka noted that Mr. Torkildson has had plenty of time to consider <br />this problem. Presently the Citizens could put a chain across the road and <br />only allow limited access. He also noted that if the street were upgraded, <br />the lots along it would be more marketable and increase the City tax base. <br />Mr. Zelinka said the City would have the ask the Couty to help fund the <br />project until the City can afford their portion of the cost. <br />Mr. Burman asked if the street was ever discussed when the Park plan was <br />being considered. Mr. McLean said briefly, it was to be very temporary ry <br />since most Park activities would take place near Centerville Lake, Park <br />aceess was designed from Main Street. The idea was to keep traffic out <br />of residential areas. Mr. Torkildson had said the Main STreet access <br />would be constructed within a year of acquisition and that was several <br />years ago. <br />Mayor Bohjanen asked Mr. Burman if for instance the cost would be $5,000.00, <br />would the County give the City time to pay their portion? Mr. Burman said, <br />Yes, all that is needed is a committemnt from the Council and a request <br />to the County to bring it up to City standards. <br />Mrs. Currie of West Shadow Lake Drive said the City should not hesitate <br />to ask the County for what is needed. The Citizens could chain the road <br />and the folg course would not be accessable. We should set our standards <br />high. <br />Mr. Kronholm asked how soon could the road be upgraded? Mr. Schneider <br />asked Mr. Burman how soon he could get back to the Council with a <br />resolution? Mr. Burman said maybe in a week. <br />Mr. McLean moved to have the County look into the possibility of absorbing <br />the full cost of upgrading West Shadow Lake Drive to City specifications. <br />Mr. Karth seconded the motion. Motion carried unanimously. <br />The Clerk was instructed to send Mr. Burman and Mr. Torkildson copies of <br />these minutes and copies of the minutes of June 27, 1977 and copies of the <br />City road construction oridnance. <br />Mayor Bohjanen asked if there were any other questions, There were none. <br />Mr. McLean moved to adjourn at 8:40 P.M. Seconded by Mr. Zelinka. Aye. <br />These mina es were approved with corrections at the July 11, 1977 meeting. <br />7 ,„.. 641 Clerk- Treasurer. <br />
