July 6, 1977 <br />In his meeting with Mr. Torkildson on July 1, 1977, Mr. Torkildson asked <br />the City to consider an oil surface, the City privide the oil and the County <br />provide the machinery and manpower. <br />Mr. Burman siad he understood there was a problem with the position of the <br />road at the North end. Mr. Kronholm, as a agent for Drovers Bank, offered <br />Mr. Torkildson the three lots the road corsses to become part of the <br />open space program but Mr. Torkildson was not interested. <br />Mr. Kronholm said it was not the intent of the Bank to develop any land <br />or lots in this area. He said he was trying to sell the property to <br />other interested parties. <br />Mr. Jaworski, a resident of WEst Shadow Lake Drive, felt the City has an <br />obligation to the residents in this area. He said since the City did not <br />honor this obligation, the residents went to the Couty. The City had <br />promised they would investigate what would be the best route to go but <br />had not done so. <br />Mr. Karth explained the City did go to the County and the road was <br />greatly improved. <br />Mr. Karth suggested the City could provide an acceptable road and assess <br />the affected landowners for the cost. Mr. Jaworski objected, saying he <br />knew of instances this was not done in the past. Mr. Karth said it <br />would not be fair to asses the whole City for this road. <br />Mr. Schneider disagreed with the estimated percent figures for users of <br />the golf course. Mr. Burman said he used 50% but flet someone should <br />determine what percent of the road use is the golf course. <br />A gentleman who is a resident of the Twonhouse, said he felt the problem <br />is entirely due to the traffic to the golf course. He said the grader <br />has been in many times but within one or two days the road is in a wash- <br />board condition again. Another gentleman said he felt the golf course <br />traffic was at least 80% of the road usage. <br />Mr. Schneider asked if there was not a golf course would there be a need <br />for any constructioj, just grading and maintenance? Mr. Karth said the <br />road had been blacktopped until the golf course had come in. <br />Mr. Burman abked if the road were to be blacktopped at a cost of $15,000.00 <br />and the County provided 80% of the cost, would the City assume the balance <br />of the expense and some of the previous expense? <br />Mr. Burman explained that West Shadow Lake Drive will not be the main <br />access to the golf course in the future. Mr. Karth felt that the access <br />would not change for two or three years. <br />Mr. Burman explained he was not on any committee to design the park system. <br />He felt taht although it was justifiable, he did not think he could get <br />100% funding from the County for blacktopping the road. <br />Mr. Zelinka asked Mr. Burman if the City ciykd assyne 15% to 20% of the <br />cost, would the County assume the balance? Mr. Schneider felt the County <br />should be responsible for 100% of the cost since the road did not need <br />improvement before the Couty golf course opened the road was adequate. <br />Mr. Kronholm asked who owns the road and who is responsible for it? <br />
