296 <br />System Statement should be amended to include this, and Reshanau Lake should be removed from the <br />last paragraph on page 14 since there is residential development on said lake and the Chain of <br />Lakes Regional Park is situated on said lake. <br />7. The City of Lino Lakes submits that the System Statement, on page 18, thereof, does not <br />take account the recent City Zoning Ordinance Amendment No. 56B and the fact that the City <br />has a restrictive soils Ordinance (No. 66) and interim private sewage systems Ordianance <br />(No. 53A), adopting the State Board of Healths recommendations and which include a monitor- <br />ing procedure, which will be effective until WPC40 is finalized when the City will adopt same <br />by reference. Copies of said Ordiances are attached as "EXHIBIT - CITY 2." The System <br />Statement should be amended to reflect the foregoing and to allow the same. <br />8. As to the Blaine Interceptor comments on page 19 of the System Statement, the City submits <br />that the City has a vested interest in the Blaine Interceptor which was allocated based upon <br />need present at the time of allocation. The need is even greater now due to expansion of the <br />Minnesota Metropolitan Training Center and additional construction in the Lakeview area since <br />the original allocation. The City greatly needs their allocation and this allocation has <br />prompted the City to designate the area as Urban Service District No. 2 in conformity with good <br />planning. The System Statement should be amended to reflect this. <br />9. On page 20 of the System Statement, in the paragraph relative to capacity of the Centerville <br />Interceptor, the last sentence is objected to as being indefinite and same should be amended <br />by deleting therefrom, the word: "road ", and inclusion of the word "immediately" before the <br />work: "South." <br />10. As to General Planning Consideration of said System Statement, page 21, the City Council will <br />hold a hearing on September 12, 1977 on proposed Ordinance to specifically define the Urban <br />and Rural Service Areas. As no municipal sewer is planned to be provided through the year <br />2000 in the rural service area, Sewer Availability Charges should not be assessed against <br />construction in that area and any such charges collected previously from such areas should <br />be refunded to those who have paid same. The System Statement should be amended to eflect <br />this. <br />II. As to the Recreation Open Space and specifically the Otter Lake Regional Park, referenced <br />on pages 29 and 30, the City of Lino Lakes has already had over 2500 acres of its land area <br />and an additional 2000 acres of water designated as Open Space for the Chain of Lakes Regional <br />Park. The County of Anoka Board of Commissioners respects this contribution of Lino Lakes to <br />the Seven County Metro Park System, see Agreement marked EXHIBIT CITY - 3. Therefore, Lino <br />Lakes does not now agree and does not plan to consent to the inclusion of any lands in Lino <br />Lakes into the Otter Lake Regional Park. See EXHIBIT CITY - 4. The System Statement should <br />be amended to delete any reference to the Otter Lake Regional Park. <br />Based on the foregoing, the City of Lino Lakes hereby requests a hearing conducted by the State <br />Office of Hearing Examiner on the said proposed System Statement, if the foregoing disagreements <br />are unable to be resolved. <br />STATE OF MINNESOTA) <br />COUNTY OF ANOKA ) <br />I, Edna L.
