2) it cannot be laid underground, 3) it cannot be encased in concrete or in masonry <br />walls, 4) if it is to be used for hot water it must be hung on solid hangers, <br />5) the gauge must be #40 or better. Mr. West stated that the new code books would be <br />out prior to October 15 and that the code would not be in effect until that time. <br />The Village will receive a free copy of the code by that date. The Department of <br />Health people suggest that the Village investigate the plastic pipe thoroughly before <br />adopting its use. The State Code is a minimum code we don't have to approve of it <br />or any parts of it which we don't like. <br />Mr. Cardinal mentioned that the Planning and Zoning Commission didn't think much of <br />the pipe. Mr. Jaworski moved, on Mr. Bohjanen's suggestion, that the report be turned <br />over to the P&Z for one meeting's study and that they report back to the Council <br />at the. next opportunity. Seconded by;°Mr. Cardinal. Carried. <br />A letter from Mr. Locher regarding Mr. LaMotte's plat and the filing of the deed for <br />the outlot, which Mr. Locher felt that he should do at the Village's expense, was read. <br />The Clerk noted that Mr. Jack DeVine, who had appeared before the Council on May 26th <br />to answer questions on his trailer parked on Ash Street, had never asked for a trailer <br />permit or a special use permit. Mr. Cardinal moved that Mr. Locher send a letter to <br />Mr. DeVine for action. Seconded by Mr. Jaworski. Carried. <br />A lengthy fire report from the Lexington Fire Department was read, as was a copy of a <br />letter from Mr. Jake Lundheim to Mayor L'Allier on the County signing of roads. <br />Several other notices, etc. were passed around for perusal. <br />The suggested wording of the letter to be sent to registered voters regarding the <br />bond election was read. -After considerable discussion and a breakdown of costs by <br />Mr. Gotwald, Mr. Bohjanen moved that the suggested wording be used but with the <br />addition of "garage" with shop, and that a sentence spelling out the fact that the <br />$100,000 would not only be for the building alone, but would defray the costs of <br />attorney's fees, architectural fees, bonding counsel fees, Springsted's fees along <br />with miscellaneous equipment and site improvement. Seconded by Mr. Cardinal. Carried <br />unanimously. It was also noted that a contractor doesn't have these additional fees <br />and therefore their costs are lower. <br />A copy of the North Oaks building code, just received, was given to Mr. Cardinal for <br />consideration by the Planning Board. <br />Only one bid had been received on the police car, that of Fairview Chrysler- Pluth,;. <br />Inc. The amount bid was $2873.00. Mr. Locher noted that under the new contracting <br />statutes, it was necessary to have at least two bids. Since there was a letter <br />accompanying the bid which listed some variation of the specifications, it was <br />decided that the police should look over the bid and that the Clerk should try to <br />get another bid on the car. Mr. Cardinal moved to table the matter until next time. <br />Seconded by Mr. Bohjanen. Carried. <br />Two character references on Mr. Wm. Horbal, new owner of the Oasis, were read: <br />one from Sheriff Talbot and one from Kingsley D. Holman, Attorney. The Clerk was <br />instructed to place these on file until Mr. Horbal applies for the licenses. <br />Mr. Cardinal reported that he had a request from Mr. Verner Dahl for a special use <br />permit for his trailer house on the Marlin Rygh farm on 35E and the service road. <br />Also, Mr. Joseph Schmitz in the audience, asked for a special use permit to park <br />a trailer at 6309 Hodgson Road. <br />1 <br />1 <br />
