3. The Village Council shall meet at the Village Hall on December 8, 1969, <br />at 8:30 p.m. for the purpose of receiving and considering sealed bids for the <br />purchase of said bonds, and the Clerk shall cause notice of sale to be given by <br />publication at least ten days in advance of the date of sale in the official <br />newspaper of the village and in Commercial West, a financial paper published <br />in Minneapolis, Minnesota. <br />Seconded by Mr. Cardinal. Motion carried unanimously. <br />Mr. Ricklefs stated that Springsted, Inc., has nothing to do with the specifications, <br />but that they print the bonds and meet all the legal requirements. Part of the <br />information in the proposal booklet will be used for the prospectus along with <br />additional sheets. He will be back on December 8th. <br />The Clerk presented a request for a license for sewage system work for Interstate <br />Plumbing and Heating of Anoka, represented by Mr. Harley Swedell. This was handed <br />to the Attorney for his perusal of the bond and insurance. It was stated that <br />the building Inspector should be reminded to tell the Plumbing Inspector of any <br />new buildings requiring plumbing and sewage work. <br />The Clerk read a letter from Milner W. Carley and Assoc., stating that the seal - <br />coating work had been done and inspected; they felt that payment could now be made. <br />Mr. L'Allier stated that he had received a couple of complaints on the work. <br />Mr. Gotwald recommended a resolution authorizing the payment, but that the check <br />be held back until he contacts the company and they sweep the streets. Mr. Cardinal <br />moved to adopt a resolution authorizing the payment of 54,179.24 for seal- coating <br />to Allied Blacktop Company, but that the check be held until Mr. Gotwald indicates <br />that the sweeping work has been done. Seconded by Mr. Bohjanen. Carried. <br />The Clerk stated that she wished clarification on the matter of payment for time <br />spent by the policemen at Court. Upon Mr. Locher's recommendation, Mr. Rosengren <br />moved that reimbursement of loss of wages for time spent at Court would be con- <br />sidered as replacement of out -of- pocket loss and would be paid as an expense in <br />the amount of the net paycheck. Seconded by Mr. Cardinal. Carried. <br />Mr. Cardinal moved to clarify the matter of payment for the Fire Marshall in that <br />the $60.00 per six months be paid as expenses rather than as payroll. Seconded by <br />Mr. Rosengren. Carried. <br />A letter from North Central Public Service Company was read which stated that they <br />had received a refund from Northern Natural Gas Company from a rate decrease and <br />would refund the same to customers on the November rates. <br />The Clerk mentioned that there were only about 45 copies of the building code booklet <br />left and wondered whether new ones incorporating new ordinances should be made up. <br />She was advised to wait since the P&Z is considering several building codes at <br />the present time. <br />Mr. Cardinal reported that there had been no P&Z meeting since the last Council <br />meeting. He mentioned that the option on the Molitor property would be up on <br />December 31, and that he would hate to see this fall by the wayside for lack of <br />action. Mr. L'Allier presented a letter written on this matter by Arthur Hawkins <br />who has done a considerable amount of research on Lake Amelia. He felt that the <br />community needed a nature center. Mr. Bohjanen asked if survey had been completed. <br />The letter was to be turned over to Mr. Jaworski to present to the Park Board. <br />Mr. Cardinal felt that a resolution authorizing the purchase of this property <br />should be made. <br />Mr. Bohjanen asked if Federal funds would be available for this park if we went <br />ahead with a contract for deed.
