In the case of a parks employee <br />having a complaint, this would go to Mr. Jaworski, then to the Personnel Commission <br />and to the Council if necessary. Mr. L'Allier felt that many complaints would <br />be solved before they reached the Council; the Council has more important things <br />to do than air all complaints in public. The Clerk would go to the Mayor if there <br />was some problem. <br />Mr. Jaworski stated that the Personnel Commission had sent this procedure to the <br />Council for action so that everyone would know of the procedure in the future. <br />Mr. Bohjanen stated the manner in which a complaint is handled in the work field, <br />Civil Service, etc. He felt that it would come to the Council to give the policy <br />unless we had Civil Service. Mr. L'Allier felt that the personnel commission would <br />serve as a grievance board; that a procedure was needed. Mr. Jaworski felt that <br />the procedure steps had been set. Mr. Bohjanen moved to designate names for steps <br />in handling complaints by a paid employee: he would go to his immediate supervisor, <br />then to the Council member in charge of the department in which the employee works, <br />then to the Personnel Commission and finally to the Council as a whole, also, that <br />all parties involved get notices. Seconded by Mr. Cardinal. Carried. Mr. L'Allier <br />noted that any recommendations made by the Personnel Board were not binding on the <br />Council. <br />The second part of the procedure deals with a complaint against a Council member. <br />Mr. L'Allier felt that the Council should sit down as a whole and try to work out <br />the problem without taking it up at a regular meeting; it should be an informal, <br />not a secret meeting. Then, if the problem could not be resolved, the matter could <br />be taken up at a public meeting. Mr. Jaworski stated that the Personnel Commission <br />felt that it should be handled this way. There was some discussion with Mr. Bohjanen <br />stating that he felt that the present problem should be solved before policy is set. <br />Mr. Jaworski moved that the Council set the policy of handling a complaint against <br />a Council member by a paid employee by having the Council sit down as a whole to <br />work out the problem at an informal meeting with all aggrieved parties present; if <br />no solution is reached there to take it up at a regular meeting. Seconded by <br />Mr. Rosengren. Vote: aye --Mr. Jaworski, Mr. Cardinal, Mr. Rosengren, Mr. L'Allier; <br />No- -none. Mr. Bohjanen declined to vote. <br />Mr. L'Allier stated that the matter brought before the Personnel Commission was <br />done so because there was no set policy in the Village. Only the Council (invited) <br />and the Personnel Commission and the daughter of one of the members had been present. <br />Mr. L'Allier recommended that the persons involved follow the procedure as set forth. <br />The matter involved the Clerk and a Council member and should be discussed informally. <br />If persons involved wished to drag the matter out in public, then they could go to <br />a regular meeting; that is if the matter is not clarified sooner they could come <br />to the next meeting. Mrs. Bohjanen stated that she had asked to be on the agenda <br />and was not afraid to mention the matter in public. She was asked to wait as per <br />procedure. <br />Mayor L'Allier mentioned that, per the Council's request, a petition by Jandric had <br />been submitted for sewer and water. Mr. Locher stated that he had checked the <br />petition and it was okay. The petition called for allowing the systems to be con- <br />fined to property owners in fee by U.S. Lakes Development Co., with the cost to be <br />raised through the sale of special assessment bonds and assessed to the property <br />involved. A letter frdam Milner W. Carley & Assoc. regarding the water request was <br />read, stating that they find the proposed improvement feasible and felt that pre- <br />liminary estimates and hearing were unnecessary. They felt also that plans and <br />specs bp- authorized by the Council in order to obtain bids as soon as possible. In <br />
